Add CONTRIBUTING.md with setup, checks and the pull request rules, SECURITY.md with the private reporting route, a pull request template, bug and feature issue templates, and CODEOWNERS. Ignore the ruff and notebook cache directories.

CONTRIBUTING.md: setup, the checks CI runs, and the pull request rules, including the commit policy.SECURITY.md: the private reporting route and the supported versions..github/pull_request_template.md: summary, changes, verification and changelog sections..github/ISSUE_TEMPLATE/: bug report and feature request forms..github/CODEOWNERS: the maintainer owns every path..gitignore: ruff cache, notebook checkpoints and coverage files.No code changes.
Verification
Measured on a shared 4-vCPU machine, 2026-10-13:
ruff check src tests tools benchmarks examples: all checks passed.pytest -q: 1456 passed, 14 skipped.
