chore(db): drain pending array — all written migrations applied - #39

Growth aggregates applied 2026-08-25, dash_exit_agg 2026-08-26. The array is empty on purpose; the artifact degenerates to its header. Empty-array expansions use the bash 3.2 guard idiom so local runs work under set -u. CI's validate-consolidated now treats an empty pending list as the healthy caught-up state: baseline replay becomes a full-history replay and the paste is a no-op.

Every migration ever written is now applied to production (growth ×4 on 08-25, dash_exit_agg 08-26). Pending array is honestly empty; artifact degenerates to its header; validate-consolidated learns that an empty pending list is the healthy caught-up state instead of failing. Empty-array expansion uses the bash 3.2 guard idiom for local runs under set -u.
