Restore copyleft license denial

If the repository’s compliance policy still forbids copyleft licenses (as the previous config did), this change now explicitly allows GPL/AGPL/LGPL in allow-licenses, and the deny-licenses block has been removed. That means the dependency-review action will no longer fail when a PR introduces those licenses, weakening the guardrail that previously prevented them.
