96 modules whose 18->19 analysis contains only auto-handled changes — DEL fields (preserved as legacy columns; database_cleanup handles residuals) and NEW records/fields (auto-created on install, NEW-required only where a default is present). No pre/post scripts needed. Triaged by a no-op classifier (excludes renames, type changes, m2o<->m2m, model merges, selection-key removals, required-without-default) plus a noupdate_changes.xml active-record scan and the staged-PR verifier. Modules with real noupdate data work or schema semantics were held back for individual migration PRs.
