Place Cuprum's fork-reachable lanes, bound every job that runs steps, and put
the runner declaration behind one reader that refuses what it cannot model.

Why

No Ubicloud lane carried a fork fallback. A pull request from a fork cannot
obtain an Ubicloud runner, so six fork-reachable jobs would have queued
forever, and between them they cover seven of the thirteen contexts the
main-required-checks ruleset requires. build-wheels.yml declares only
workflow_call, which understates its exposure: ci.yml calls it on every
pull request, so its two Ubicloud jobs are as fork-exposed as the rest.

lint-test was the one repository-owned Linux gate still on a hosted runner
while doing real compile work, and five jobs that declare steps had no ceiling
at all.

What changed

  • Fork fallback on lint-test, typecheck-test, extension-tests,
    coverage, benchmark-ratchet, build-pure-wheel and
verify-wheel-install, in the canonical folded-scalar form with the
continuation at the same indent. build-wheels.yml takes the expression
directly: a called workflow inherits its caller's github context, so on the
tag-push caller github.event.pull_request is null and the Ubicloud arm is
selected without an extra input. coverage-upload gets none, because
coverage-main.yml triggers only on a push to main and a dispatch.
  • lint-test moves onto the paid lane with a 45-minute ceiling, and gains
the resource sampler every other paid Linux job carries. It stops saving the
Cargo registry: on its owned arm it now renders the self-hosted family
extension-tests writes, and one writer per family is the invariant. It
    still restores that archive.
  • A ceiling on every job that declares steps, and none on a
reusable-workflow caller, where GitHub rejects timeout-minutes. The rule is
keyed on declaring steps rather than on carrying an Ubicloud label, because
once a label is an expression "an Ubicloud lane" is a property of the event,
and a label-keyed rule would stop applying on exactly the arm that hangs.
  • One reader for runs-on in tests/helpers/ci_placement.py. It models a
literal label, the fork fallback read by position, and a matrix key resolved
through its include entries, and refuses everything else by name. The
cache-family resolver reads lanes through it too, so there is one definition
of a lane rather than two that drift.
  • The registry contract in its canonical shape: equality both ways, "in
use" derived from every job over both arms and every matrix entry, minus a
named frozen set of GitHub-hosted labels, with reusable-workflow callers
    exempt by uses.
  • New contracts for whether a job runs, for continue-on-error, and for
    job-name stability across events.
  • A developers'-guide section, and the CI cache-ownership document brought in
    line with the moved families.

Not in scope

The two Linux native-wheel legs stay where they are. GitHub spells matrix
values into the check name, so
build-wheels / build-native-wheels (ubuntu-latest, …) appears verbatim twice
in the ruleset, and nine steps in that job are guarded on
startsWith(matrix.os, 'ubuntu'), which an expression would switch off.
Moving either leg is a ruleset edit and a guard rewrite, and that is the
repository owner's decision. Both legs did gain a ceiling.

The sccache wiring is unchanged and needs no change: a pinned, checksum-
verified 0.12.0, an absolute-path RUSTC_WRAPPER, and a local cache directory
archived through actions/cache rather than the GitHub Actions backend, which
a 2026-09-03 Ubicloud console measurement chose deliberately. Nothing about
duplicate test work changed either; the Rust suite already runs exactly once
per event and no interpreter runs the Python suite twice.

Measurements

Read through the API from three main runs (35138593515, 34890098626,
34855163350), three pull-request runs (35344013294, 35342834139, 35339629244)
and four coverage-main.yml runs. Duration is completed_at - started_at.

Lane Runs (s) Queue (s)
coverage (pull request) 408, 386, 399 19, 23, 17
coverage-upload (main) 359, 334, 321, 305 21, 8, 9, 17
lint-test (hosted, before) 292, 288, 242, 239, 209, 198 154, 3, 3, 2, 2, 2
typecheck-test 3.12 170, 163, 153 18, 37, 7
typecheck-test 3.14 155, 153, 143 19, 7, 19
typecheck-test 3.15a 186, 159, 153 19, 8, 20
typecheck-test 3.13 46, 37, 30 20, 19, 7
benchmark-ratchet 121, 108, 93 26, 19, 7
extension-tests 59, 48, 47 7, 18, 7
build-pure-wheel 15, 15, 14 21, 18, 7
verify-wheel-install 16, 16, 14 10, 22, 21
build-native-wheels (5 legs) 29 to 107 2 to 164
changes 5, 5, 5 77, 2, 2

The hosted queue is bimodal: five of six lint-test samples queued two to
three seconds and one queued 154, and that same run queued every hosted lane
77 to 164 seconds while its Ubicloud neighbours queued 18 to 37. That tail is
the case for the move, not the median. Ubicloud vCPU are not GitHub vCPU, so
lint-test's Ubicloud run time is expected to exceed its hosted range; the
arm is judged on its third warm run, and ubicloud-standard-4 would need
measured evidence this repository does not have.

Open pull requests touching these files

Ten of the repository's twenty-two open pull requests touch files this change
owns, so the overlap is visible rather than discovered at rebase time.

PR Overlapping paths
#418 .github/actionlint.yaml, a new benchmark-gate-harness.yml, ci.yml, Makefile, the developers' guide, tests/helpers/ci_runners.py, tests/test_ci_runner_placement.py
#387 a new rust-boundaries.yml, Makefile, ci-cache-ownership.md, the developers' guide, tests/helpers/ci_runners.py, tests/test_ci_runner_placement.py

Three of them, #418, #387 and #405, each add a new workflow and extend the
placement manifests. The totality test means whichever lands second must
classify the other's jobs, and this change is the one that alters the shape
those manifests are written in, so landing it first is the cheaper order.

Evidence

Forty contract functions collecting 151 cases across
test_ci_runner_placement.py, test_ci_placement_reader.py,
test_ci_worker_bounds.py, test_ci_actionlint_registry.py and
test_ci_tool_installation.py. The last three are extractions from the
placement module, which the split kept under the 400-line limit.

Fourteen mutations were written into the real workflow and each was caught by
the contract it targets; four correct variants were then applied and each
still passes, because a contract with a false positive gets switched off. The
narrowness cases are the same expression written on one line, a genuine
conditional guard, a name reading a different matrix key, and a GitHub-hosted
label in use but unregistered. The full ledger is in the review thread.

Gates run locally: make check-fmt, make typecheck, make test-python,
make lint.

First Ubicloud sample on this branch

Run 35364907071, every lane green, and each admitted on the intended label:
lint-test, typecheck-test, extension-tests, coverage,
benchmark-ratchet, build-pure-wheel and verify-wheel-install all report
ubicloud-standard-2; the native matrix, the Windows extension lane and
changes stayed hosted.

Lane This run Previous range
lint-test 319 s 198 to 292 s, GitHub-hosted
coverage 482 s 386 to 408 s
typecheck-test 3.12 166 s 153 to 170 s
benchmark-ratchet 109 s 93 to 121 s
extension-tests 44 s 47 to 59 s

lint-test is slower than its hosted range, which is what two vCPU against
four predicts, and this run also compiled cold: its lint compiler family
moved to the self-hosted lane, so there was no prior archive to restore.
coverage is above its range on one sample with nothing in this change
touching its cache scope, so that is variance until a warm run says otherwise.
One sample says little either way; both arms get judged on the third warm run.

Second Ubicloud sample, after the review round

Run 35373023400 at head 864fdd7b0d334313a1c542bfc525e70252d774b8, every
check green.

Lane Second run First run Hosted range
lint-test 359 s 319 s 198 to 292 s
coverage 409 s 482 s 386 to 408 s

coverage is back inside its previous range, so the 482 s first sample was
variance rather than anything this change caused, as expected given nothing
here touches its cache scope.

lint-test sits above its hosted range on both samples, which is what two
vCPU against four predicts. Both were also cold: its compiler family moved to
the self-hosted lane, and saves are guarded on a push to refs/heads/main,
so no branch run can populate it. The warm figure is only measurable after this
merges, and the arm is judged on the third warm run per the recipe.

Rebased onto main, 2026-09-22

Rebased from 83cd8df2 onto 4f5bb913, twenty-three commits, at head
ea7bfc03a35d9219ecd8fe74039dc65e6d6d4aa6. No file deleted, no file on main
missing from the branch, and all 721 files this branch does not touch are
byte-identical to origin/main.

Two conflict resolutions were substantive, and taking either side wholesale
would have silently reverted main:

  • Main replaced the actionlint config-variables assertion's hardcoded
["CODESCENE_CLI_SHA256"] with a derivation from the workflows, after that
variable's last reader was deleted. This branch had moved that test into its
own module, so the derivation is carried forward there rather than lost.
  • Main added a Loom compiler-cache family written by the scheduled loom.yml
job, on the GitHub-hosted lane, which made this branch's claim that every
family had moved to the Ubicloud lane false. Corrected in both documents.

Main also added three workflows and a job, and the totality test requires all
of them to be classified. workflow-harness, loom and extended are hosted
as schedule-or-dispatch work; rust-boundaries.yml's native stays a platform
matrix. verus and loom-smoke are recorded as hosted, with their placement a
follow-up needing measurements this branch does not have: moving two more lanes
inside a reviewed pull request, without timings, is not a decision to take in a
rebase. verus also stays hosted by this repository's own earlier decision,
which the manifest keeps along with its reason.

Those new jobs exposed two defects in the reader, both fixed here:

  • rust-boundaries.yml:native uses a plain matrix rather than an include
list, which the reader refused outright. It fails safe, but it rejected an
ordinary workflow. Both shapes are modelled now.
  • That job's name spells matrix.os, which the job-name rule refused. The rule
was too strict: the hazard is event dependence, not matrix dependence, and a
name reading a matrix key of literal values is stable per event. The strict
test now applies to fork placements, and a matrix job spelling its runner
must be listed in RUNNER_NAMED_JOBS so the choice is reviewed.

Dependabot #460 repins markdownlint-cli2-action from the v24.2.0 tag object
to its commit, which is the pin correction this repository owed. This branch
does not fight it: the contract asserts a 40-hex reference, which both forms
satisfy. That contract cannot detect the tag-object class at all, because
telling a tag object from a commit needs the refs API and a workflow-contract
test reading file text cannot do it.

Helpers parse supported runner declarations, job conditions, and workflow files. Tests cover supported and rejected declarations, property cases, and file-reading errors.
Runner and cache manifests
tests/helpers/ci_runners.py, tests/helpers/ci_cache_families.py, tests/test_ci_cache_families_helper.py
Manifests classify runner placement and cache writers. Cache lanes use the owned runner label, and ambiguous placements fail validation.
Workflow runner and cache rules
.github/workflows/ci.yml, .github/workflows/build-wheels.yml, .github/workflows/delayed-pr-comment.yml, docs/ci-cache-ownership.md, docs/developers-guide.md
Workflows add fork-aware runner selection and job timeouts. lint-test reports peak resource use and no longer saves the Cargo registry cache. Documentation describes runner and cache assignments.
Event scheduling and runner validation
tests/helpers/ci_events.py, tests/behaviour/test_ci_runner_selection.py, tests/features/ci_runner_selection.feature, tests/test_ci_runner_placement.py
The scheduling helper evaluates supported event conditions and follows in-repository reusable-workflow calls. Tests cover runner selection for pull requests, default-branch pushes, and tag pushes.

tests/test_ci_actionlint_registry.py, tests/test_ci_tool_installation.py, tests/test_ci_worker_bounds.py, tests/test_ci_resource_sampling.py, tests/test_ci_event_conditions.py
Contract tests check runner-label registration, tool-installation rules, worker bounds, resource-sampling coverage, and event-condition evaluation.

Priority: ➖ Normal

Change: Bug fix

Merge Risk: 🔵 Low · up to fbadf

The runner-placement and timeout changes to the CI workflows look correct and are safe to merge. The new contract tests have a few blind spots. A job disabled with an unquoted if: false would not be flagged. Some matrix shapes could hide a runner label from the placement and registry checks. Two documentation comments misstate cache behaviour. These gaps weaken the guardrails rather than breaking CI, so fixing them in this PR or a prompt follow-up is recommended.

Full details: Testing (Unit And Behavioural)

Explanation

Add a true workflow-level end-to-end test. The new unit contracts cover parser edge cases and invariants. The BDD scenarios read the real YAML, but resolve events and runners through the new local schedule(), runs_on_event() and _select() model; _select() chooses an arm using bool(event.get("fork")). They do not verify GitHub Actions' evaluation or the runner assigned to an actual run. The PR changes externally observable runner placement, including fork pull requests and reusable-workflow calls, so the stated end-to-end testing condition applies.

Resolution

Add an automated end-to-end check that runs through GitHub Actions for a fork pull request and an owned event, and verifies the actual runner assignment. Cover the tag-triggered reusable-workflow path as well. Assert runner selection from actual run or job metadata, and keep the existing unit and YAML-contract tests for parser errors and invariants.

Full details: Unit Architecture

Explanation

FAIL — Make workflow enumeration report a missing directory as a read failure. The PR adds a directory argument to workflow_sources() and adds all_jobs(), which uses that query to enumerate contract cases. workflow_sources() calls directory.glob("*.yml") without validating or handling directory enumeration. The investigation confirmed that Path.glob() on a nonexistent directory returns an empty list. This hides an environmental failure as a valid empty result, so the query boundary does not make fallibility explicit.

Resolution

Validate that the supplied workflow directory exists and is a directory before enumerating it. Convert directory-enumeration failures into a named contract error, or expose a documented error type. Add tests for a missing directory and an enumeration failure, and assert that workflow_sources() and all_jobs() fail rather than return an empty workflow set.

Cuprum placement PR: mutation ledger, 2026-09-18

Branch jm-cuprum/ubicloud-placement off origin/main at
83cd8df2b571e9a3d26b792df43b0ddfe660e36d. Every mutation was written into
the real workflow, the named contract was run alone, and the file was then
restored from the index (staged state), with git diff --name-only confirming
the restore before the next mutation. No tree-wide restore was used.

M7 uses false && rather than a bare false deliberately: a containment test
would accept it, so the leading clause is matched explicitly.

M4 is the one mutation GitHub itself would tolerate. The broken value still
evaluates at run time, so a green CI run is not evidence and only the parsed
document shows the defect.

Narrowness: each rule still passes on a correct variant

ID Variant Contract Result
N1 The same expression written on one line as a quoted scalar test_fork_reachable_lanes_fall_back_by_position passed
N2 A genuine conditional guard (github.event_name != 'workflow_dispatch') test_no_reviewed_lane_is_switched_off passed
N3 A name reading a different matrix key (matrix.python-version) test_job_names_do_not_follow_their_runner passed
N4 A GitHub-hosted label in use but unregistered (ubuntu-22.04) test_actionlint_registers_exactly_the_self_hosted_labels_in_use passed

N4 is the one that separates the named frozen set from a vendor-prefix filter
in the direction that matters for false positives: actionlint knows GitHub's
labels natively, so a leg reverting to a hosted label must not fail the
registry. M12 covers the other direction.

Reader-level proofs

tests/test_ci_placement_reader.py drives tests/helpers/ci_placement.py
directly with fifteen synthetic declarations, because a rule parametrised over
this repository's own correct workflows passes whether or not it
discriminates. It covers the shapes the reader must read (literal, fork by
position, matrix resolved through include), the shapes it must refuse (a
list, an empty list, an absent or blank value, an unmodelled expression, an
embedded line break, a matrix value holding an expression, a matrix leg
missing the runner key), the swapped-arm and sibling-field cases by report
rather than by verdict, and a redundancy guard that fails loudly if the reader
ever learns the opaque-expression shape.

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Reject matrices with unmodelled base axes.

_matrix_values() reads only matrix.include and accepts additional matrix axes. Current workflows use include-only matrices, so this is a latent contract gap rather than a current estate failure. If a job adds os: [ubuntu-latest] alongside include: [{os: windows-2022}], GitHub schedules both legs, but this reader returns only windows-2022. Placement, registry, and cache checks can then omit the base leg.

Reject any matrix whose keys are not exactly {"include"}, and add a regression test for a mixed matrix.

No Ubicloud lane carried a fork fallback. A pull request from a fork
cannot obtain an Ubicloud runner, so six fork-reachable jobs would have
queued forever, and between them they cover seven of the thirteen
contexts the `main-required-checks` ruleset requires. `build-wheels.yml`
declares only `workflow_call`, which understates its exposure: `ci.yml`
calls it on every pull request.

Add the fallback to `lint-test`, `typecheck-test`, `extension-tests`,
`coverage`, `benchmark-ratchet`, `build-pure-wheel` and
`verify-wheel-install`. A called workflow inherits its caller's `github`
context, so `build-wheels.yml` takes the expression directly: on the
tag-push caller `github.event.pull_request` is null and the Ubicloud arm
is selected. `coverage-upload` needs none, because `coverage-main.yml`
triggers only on a push to `main` and a dispatch.

Move `lint-test` onto the paid lane with a 45-minute ceiling and the
resource sampler every other paid Linux job carries. Six runs measured
it at 198 to 292 s on four hosted vCPU, with a queue that was two to
three seconds five times and 154 seconds once; the same run queued every
hosted lane 77 to 164 s while its Ubicloud neighbours queued 18 to 37.
Its required context is the bare job id, so the move renames nothing.
It stops saving the Cargo registry: on its owned arm it now renders the
`self-hosted` family `extension-tests` writes, and one writer per family
is the invariant.

Give every job that declares steps a ceiling, and none to a
reusable-workflow caller, where GitHub rejects `timeout-minutes`. The
rule is keyed on declaring steps rather than on the label, because once
a label is an expression "an Ubicloud lane" is a property of the event.

Put `runs-on` behind one reader in `tests/helpers/ci_placement.py`. It
models a literal label, the fork fallback read by position, and a matrix
key resolved through its `include` entries, and refuses everything else
by name: an expression recorded as one opaque label carries no vendor
prefix, so it would exempt the lane from every placement, ceiling and
registry rule while still asking for a paid runner. The cache-family
resolver reads lanes through it too.

Rebuild the registry contract in its canonical shape, add contracts for
whether a job runs, for `continue-on-error` and for job-name stability,
and split the placement module so each file stays under the 400-line
limit.

The two Linux native-wheel legs are unchanged. GitHub spells matrix
values into the check name, so moving either renames a required context,
and nine steps there are guarded on `startsWith(matrix.os, 'ubuntu')`.
That is the repository owner's decision. Both legs did gain a ceiling.
Self-audit of the reader found two holes on the literal path.

`ubuntu-${{ matrix.release }}` was recorded as a literal label. That is
the defect this reader exists to prevent wearing a different shape: the
label it resolves to at run time is invisible to every placement and
registry assertion while the job still asks for a runner. A value that
interpolates without being wholly an expression is now refused.

A folded scalar can also leave incidental whitespace around the
expression, and the anchored pattern sent such a declaration down the
literal path, so a correctly written fork lane quietly stopped being
read as one. That is a false negative, which is the harder kind to
notice, and the pattern now tolerates surrounding whitespace.

Both proved by mutation: removing the interpolation guard fails the
refusal test, and re-anchoring the pattern fails the whitespace test.
Seven review threads and the pre-merge table's testing error.

**Reader correctness.** `references()` read whole expression bodies with a
pattern that stops at the first `}`, which sits inside `format('{0}', …)`,
so a composite name reported no reference at all and the job-name
stability rule compared nothing. It now reads dotted context properties
across every `${{ }}` span, with quoted literals stripped first so a
label such as `'ubuntu-22.04'` is not mistaken for a path.

The falsy set encoded the quoted `'false'` as false. GitHub treats a
non-empty string as truthy, so that is a job that runs; the empty string,
`null` and numeric zero were missing instead. The leading-clause check
now covers every falsy literal rather than only `false`.

**A correction to this branch's own last commit.** That commit broadened
the expression pattern to tolerate surrounding whitespace, which made a
padded fork expression read as a correct fork placement. GitHub
interpolates into the surrounding string and keeps what is around it, so
`" ${{ … }}"` resolves to a label no runner matches: the broadening was a
false positive in the dangerous direction. The pattern is anchored again
and padded values fall to the interpolation refusal.

**Contract narrowing.** Timeouts require a positive integer rather than
an `isinstance` check that YAML's `true` satisfies. The nextest exemption
names the coverage action exactly instead of the whole shared-actions
namespace. The registry gains a second, independently maintained list of
the hosted labels in use, so a misspelling added to both a matrix leg and
the frozen set fails rather than leaving a job queued forever.

**The table's testing error.** Adds a behavioural feature that evaluates
the composed workflows against an event, follows the call from `ci.yml`
into `build-wheels.yml`, and asserts the runner each event selects. `act`
cannot serve here: it skips a job whose label it cannot map and exits
zero, so the Ubicloud lanes would go unexercised while the run reported
success.

**The table's property warning.** Adds Hypothesis properties over the
reader's input space. They immediately found a defect no example had:
a condition carrying a hyphen, such as `matrix.python-version`, was
refused as unmodellable.

Also adds the Oxford commas, and splits the reader tests so every module
stays under the 400-line limit.
Mutation-proving the round's own fixes found two that were correct and
unasserted: reverting the timeout check to `isinstance` and widening the
nextest exemption back to the whole shared-actions namespace both
survived every test. Neither defect exists in this repository's
workflows, so a contract parametrized over them passes whether or not it
discriminates.

Extract the ceiling into a predicate and drive it directly over the
values no workflow here declares: YAML's `true`, which `isinstance`
accepts as an int, plus a string, a float, absence, zero and a negative.
Test the nextest predicate directly against a sibling shared action.
Both mutations now fail.

Splitting the reader again to stay under the 400-line limit: the three
rules that are about a job rather than about its runner move to
`ci_job_rules`, and the contract guard becomes public rather than
importing a private name across modules.
Three review threads on the behavioural harness, and one defect the
mutations found behind them.

`schedule()` appended every step-declaring job without reading its
job-level `if:`, so the push scenario reported `ci.yml:coverage` as
scheduled although its guard admits pull requests only. It now evaluates
`github.event_name` and `github.ref` comparisons, joined by `&&` and
`||`. Every other term is unknown and admits the job: this harness
models the event, not `needs` outcomes or dispatch inputs, and a
schedule that is a superset of what runs never claims a job is absent
when it is present.

Removing that evaluation passed every scenario, because a wrongly
scheduled job still declares the right label and only a label is
asserted. Two scenarios now assert the lane's absence on a push and its
presence on a pull request, which is what makes the fix falsifiable.

Driving the predicate directly then caught more. No workflow reachable
from the scenarios uses a `!=` guard, so inverting the comparison passed
everything; `tests/test_ci_event_conditions.py` covers both operators,
both modelled fields, conjunction, alternation and the unmodelled
operands. And an explicit parenthesis refusal could not change any
outcome, because the terms such an expression splits into fail the
comparison pattern anyway: it is removed rather than left looking
protective.

The reviewed-lane step counted no lanes when a schedule contained none,
which reads exactly like a pass; it now asserts the count.

The workflow filename comes from `PurePosixPath` rather than `rsplit`.
The review's architecture row found that every placement, event and
cache query reaches the filesystem through the shared loader, where
`Path.read_text()` and `yaml.safe_load()` raise unattributed errors from
whichever query touched the file first.

Give the loader one failure boundary. `read_source` and
`read_workflow` translate an `OSError`, a `YAMLError`, and a document
that is not a mapping into an `AssertionError` naming the file, and
`workflow_sources` reads through the same boundary, taking the
directory as a parameter so the sweep can be driven over a temporary
one. The new loader tests use real files: a missing file, a directory
in place of a file, genuinely invalid YAML, a list document, and the
sweep. Each translation was removed in turn and its test failed.

The queries keep taking workflow and job names rather than an injected
reader. Their only input is the repository's committed workflows, and
the reader tests already substitute synthetic declarations at the
module seam; the developers' guide records the reasoning.

- Refuse any interpolation in a matrix value, not only a wholly
  expression value: `ubuntu-${{ inputs.release }}` runs on a label
  nobody wrote down.
- Fail the workflow sweep on a missing, non-directory, or empty
directory. `Path.glob` returns nothing for a missing directory, which
every "no workflow does X" contract would read as a clean estate.
- Delete the reader tests' unused copy of the workflow list.
- Scope the `ci.yml` and guide claims about saves to the key families,
name the Loom family as the one `github-hosted` family still written,
  and add two serial commas.

Removing each fix fails its new test cases.

@coderabbitai Two questions about the pre-merge table at 456fb6f. Can you answer each with a pre-merge checks table for this head?

  1. Unit Architecture: is the enumeration gap closed? workflow_sources() now fails the contract when the directory is missing, is not a directory, holds no workflow, or cannot be listed. tests/test_ci_workflow_loader.py covers the first three, and removing the two checks fails them. all_jobs() enumerates through the same function.

  2. Testing (Unit And Behavioural): does the requirement accept actual runner assignment read from GitHub's job metadata for the owned event? The jobs API for this PR's CI run at the previous head (run 35811314673) shows every fork-reachable Ubicloud lane assigned ubicloud-standard-2 on an owned pull request, including the reusable-workflow path (build-wheels / build-pure-wheel and verify-wheel-install). It also shows the hosted and Windows lanes on ubuntu-latest, macos-* and windows-2022. The fork arm cannot be produced by automation in this repository without a second account, which is why tests/behaviour/test_ci_runner_selection.py evaluates it. The tag path runs only on a release tag. Is a check against a live fork run still required, or is the recorded owned-run metadata plus the evaluated fork arm sufficient?

@leynos, use this pre-merge checks table for head 456fb6fcf908d5af6904e38fcb8eb86e2a7ac988:

Check Status Evidence and decision
Unit Architecture — workflow enumeration Pass; enumeration gap closed. workflow_sources() rejects a missing path, a path that is not a directory, and a directory with no *.yml files. It converts a listing OSError into an AssertionError. all_jobs() enumerates through workflow_sources(). tests/test_ci_workflow_loader.py directly covers the first three cases, but does not directly simulate a listing OSError.
Testing (Unit And Behavioural) — runner selection Pass with the stated evidence boundary. Run 35811314673 completed successfully. Its pull-request metadata identifies this head. Its head_sha is the pull-request merge commit, not the branch commit. The jobs API records ubicloud-standard-2 for the owned Ubicloud lanes, including build-wheels / build-pure-wheel and build-wheels / verify-wheel-install. It records the expected hosted and Windows labels on the other lanes. tests/behaviour/test_ci_runner_selection.py evaluates fork, owned, push, and tag placement through the reusable-workflow call.

Do not require a live fork run for this pre-merge check. Accept the owned-run job metadata plus the evaluated fork arm as sufficient for the stated requirement. Keep the boundary explicit: the behavioural test checks the fork selection logic, but it does not prove that GitHub scheduled a real fork run. The tag scenario also evaluates placement; it is not evidence of a live release-tag run.

Thanks for the clarification about the evidence available for this PR.

Learning: For Cuprum PR `#423`, `tests/helpers/ci_workflows.py::workflow_sources()` rejects a missing or non-directory workflow path and an empty `*.yml` sweep, and converts a listing `OSError` into an `AssertionError`. `tests/helpers/ci_placement.py::all_jobs()` enumerates through `workflow_sources()`. The loader tests directly cover the missing, non-directory, and empty cases, but not a listing `OSError`.
