Introduce the options-carrying manifest loader entry point (7.1.2) - #807
Implements roadmap item 7.1.2: one options-carrying manifest loader entry point,
a deny-by-default stdlib surface for netsuke test, and template overlays that
stand in for withheld helpers.
There is no user-visible change: no flag, configuration key, or output moves. netsuke test itself arrives in later roadmap items.
What landed
One entry point, thin wrappers (EP-M1, EP-M2)
netsuke::manifest::from_str_with_options takes a ManifestLoadOptions value
that carries the stdlib surface, the environment, the resource budget, and an
optional stage observer. The eleven pre-existing entry points are now thin
wrappers that build options and forward; their behaviour is unchanged.
ManifestLoadOptions has private fields and named constructors
(full, ambient, test, manifest_query, deferred), so the crate can add
a load input without another entry-point rung.
The pre-existing query and restricted-helper logic moved into src/stdlib/restricted_helpers/ and src/manifest/jinja_macros/query_classification.rs,
so the surface inventory has a single home.
A Test stdlib surface (EP-M3)
StdlibRegistration - still crate-private - gains Test(Box<TestSurface>)
beside AmbientFull, Full, and ManifestQuery. The test surface is
deny-by-default:
env() answers only from an injected reader; now() reads only an injected
clock. Both default to deterministic answers rather than host ones.
Every other host-observing helper is registered as a refusing stub whose
diagnostic is localized through stdlib.test_mode.helper_unavailable, carries
the stable code [netsuke::jinja::test_mode::unavailable], names the
operation, and exposes a typed TestModeRefusal source.
One inventory, SURFACE in src/stdlib/restricted_helpers/mod.rs, records the
query and test disposition of every helper whose availability depends on the
load surface. A contract test checks it in both directions, so a new helper
cannot be registered without stating what each surface does with it.
Test and query loads enforce the resource ceilings but record no expansion or
budget telemetry (ADR-0050 Addendum E).
Two rows are deliberate, reviewed deviations: which refuses rather than
searching an empty PATH (a "not found" would misdescribe a withheld
capability), and expanduser refuses rather than resolving ~.
Template overlays (EP-M4)
TemplateOverlays carries named callables that replace same-named template
functions. They register after the stdlib, the manifest vars, and the manifest
macros, and before foreach expansion, so an overlay is visible to when, foreach, and every rendered field.
Names are validated against the namespaces the loader and manifest already
claim (env, the __netsuke_ prefix, a vars key, a manifest macro);
a collision is a typed TemplateOverlayError::NameCollision rendered through manifest.overlay.name_collision with code [netsuke::manifest::overlay::collision], raised before any registration.
An overlay can reach the function it displaced: MiniJinja has no lookup by
name, but registered functions are enumerable as environment globals, so the
loader captures the shadowed function and passes it as OverlayCall::shadowed.
Only functions are overlayable in this version; filters and tests are not
mockable (UX design §8.6). Roadmap 7.4.1 adds sandbox-rooted adapters.
Documentation (EP-M5)
Technical design §4.2-§4.4, §5.5, §7, §14 and §15 now describe the implemented
loader, with every cited anchor re-derived from source. ADR-0070 records the
deny-by-default decision; ADR-0050 gains Addendum E; the developers' guide
documents the entry points and the rule against adding another from_path_with_* rung; docs/polonius.md, docs/netsuke-design.md, docs/contents.md and the roadmap are updated to match.
The ADR serial deviates from the 0060 first written in the plan: 0060 was
taken on main, so 0070 was allocated after checking every origin head. The
plan's Decision log records the deviation.
Verification
Obligation coverage
Every obligation in the plan has an observable check. Each was demonstrated
non-vacuous by a seeded fault that was reverted before the green run, except
OBL-2 and OBL-10, whose evidence is stated below:
Obligation
Artefact
Non-vacuity evidence
OBL-1 wrapper equivalence
tests/manifest_load_options/wrapper_equivalence/
two seeded faults (formatter never installed; render routed through query mode) failed 11 of 15 rows and passed only the four that render no Boolean
OBL-2 load-mode table
src/manifest/tests/loader_options.rs
asserts all four rows of the decision table, including that only Test may carry overlays (the column was #[cfg(test)] until EP-M4, which supplied the predicate)
OBL-3 refusal inventory
SURFACE contract, both directions
deleting a row and registering a real helper under test both failed
OBL-4 refusals
refusal behaviour and snapshot tests
seeded refusal-row and classification faults both failed
not seeded: the oracle is byte-identity against snapshots captured at EP-M0 and moved unchanged, so a changed message fails directly
OBL-11 corpus
tests/manifest_load_options/corpus_fidelity.rs
registering the real shell filter under test failed
OBL-12 embedder contract
tests/manifest_load_options_embedder.rs
the fixture is an external test crate, so it proves the public contract compiles from outside
The fidelity property also asserts that every Full load succeeds (a failure is
a generator bug) and that each construct counter reaches at least 10, so the 128
cases cannot pass by generating only trivial manifests.
Reproduce with:
cargo nextest run -E 'test(/manifest_load_options/)'
cargo nextest run --lib -E 'test(/manifest::tests::(loader_options|test_mode|overlays)/)'
cargo nextest run --test manifest_load_options_embedder
Commit gates
Two batches cover this branch. The nine-gate set was run sequentially, one gate
at a time, against a76def2a9 (tree 65086bbf71a4e3e900a39181b22a79553da4505c) with a clean tree, after the four
repairs described below. All nine exited 0:

2 613 s

Those wall-clock times are queue-bound. Every Rust gate waited in the shared
compile-slot pool behind other repositories' builds; the pool was healthy
throughout and nothing was bypassed. One compile reported the managed sccache
server as unavailable and ran uncached, which is not a build failure.
A fifth commit, 4c1879fb (tree c453d7d62cf539754a55e174459f5b7d18b7a5a5), followed. Its delta is Markdown
only, but a plan edit is read by tests/execplan_status_contract_tests.rs at
test time, so it owes the full seven-gate set rather than the Markdown-only
shortcut. All seven exited 0:
pass — 5 009 nextest cases (5 009 passed, 7 skipped), then every doctest target
1 119 s
make test-workflow-contracts
pass — 28 script tests

doc-coverage and test-package-verify are not in that set because the delta
touches neither a documented item nor the package include list, build.rs,
or build_l10n_audit/; both were green against a76def2a9 and no Rust source
changed since.
Hosted CI on 4c1879fb is green. The first kani-smoke attempt failed the
mutation compile gate with TIMEOUT [600.018s] on every_patched_tree_compiles_under_denied_warnings, with zero compiler
diagnostics anywhere in the job and all 15 Kani harnesses reporting VERIFICATION:- SUCCESSFUL. That is the known cold-cache cap on that single
test, not a defect: the commit under test changes one Markdown file, and a76def2a9 passed the same job. One bounded gh run rerun --failed cleared it,
and the job then concluded success.
Five repairs separate the batches above from the one recorded against f31ee3907. The first four are covered by the nine-gate batch; the fifth by
the seven-gate batch:
c3b261777 answers four hosted CodeScene findings: the string loaders moved
out of src/manifest/mod.rs into src/manifest/str_loaders.rs, two
duplicate overlay-namespace tests became one parameterized case, and the
case-capability fixture and wrapper-equivalence rows were restructured to
lower argument and complexity counts.
5c13d554b restores the Kani proof scope. Hosted CI failed tests/workflow_contracts/kani_proof_scope_test.py on c3b261777: moving the
loaders made src/manifest/str_loaders.rs reachable from evaluate_when_expression, and tools/kani/proof-scope.toml did not list it.
The path now sits in sorted position beside src/manifest/render/mod.rs, and
the contract passes (7 passed).
3146c33ed answers the hosted ExecPlan assessment. The OBL-3 registration
scan lost the helper kind, so a filter sharing a name with an inventoried
function (add_filter("now", …)) passed the inventory check without a
disposition; it now carries the kind implied by the registration marker and
both directions compare (kind, name), with a regression test pinning the
counterexample. The assessment's C12 check is answered by git diff --exit-code 847c19cc HEAD -- tests/snapshots/manifest_load_options,
which is clean, and the scope-trigger reconciliation is recorded in the
plan's Decision log.
a76def2a9 answers the hosted formal review's eight documentation findings.
Every citation was re-derived from source: the technical design now names evaluate_manifest (src/manifest/mod.rs:160) and the telemetry-adapting from_str_named (src/manifest/budget/adapter.rs:13), cites from_path_with_policy_and_env at src/manifest/path_loaders.rs:114, and
points both SURFACE references at src/stdlib/restricted_helpers/mod.rs:107. ADR-0050 no longer names the
removed ManifestLoadMode. Two comments that justified a move by claiming StdlibConfig was not cloneable now state the real reason, since it derives Clone. The loader-options module comment no longer calls the overlay grant
forthcoming. Four -ise spellings became -ize, including one sibling the
review did not cite.
4c1879fb answers the hosted pre-merge check that found the ExecPlan's EP-M5
outcome still naming ADR-0060. The scope table and the outcome are
current-state statements, so both now name ADR-0070, the record that exists;
the Decision log entry that records the deviation now says the remaining ADR-0060 references are historical planning records of the serial as it
stood when written.
The branch was rebased onto origin/main (e5d57c58) before an earlier batch,
which is what cleared the pull request's CONFLICTING state. origin/main is
still at that commit, so the batches above cover the exact published tree.
Methods deliberately not used
Kani. The only finite decision logic is the four-row load-mode table, which
the table enumerates exhaustively; there is no arithmetic, unsafe, or
bounded state machine for a model checker to strengthen.
Verus. No repository-owned lemma over an unbounded domain is introduced.
Fidelity is a property of MiniJinja rendering, a third-party interface treated
as an axiom; proving it would require modelling MiniJinja.
loom/shuttle. No concurrency is introduced.
Proof inventory
Not applicable: this change introduces no CrossHair, Kani, Verus, or
LemmaScript proof, and modifies none.
Existing Kani harnesses live under src/ir/*/verification.rs and are
unchanged by this branch (git diff over those paths is empty).
tools/kani/proof-scope.tomlis modified, but it records the source
closure each existing harness reaches - not a proof. The loader and stdlib
modules this branch adds became reachable from evaluate_when_expression, so
their paths were added to the scope in sorted position
(src/manifest/loader_options.rs, src/manifest/str_loaders.rs, src/manifest/test_surface/mod.rs, src/manifest/test_surface/overlays.rs, src/stdlib/restricted_helpers/{mod,query,test_mode}.rs, and the moved src/manifest/jinja_macros/query_classification.rs).
That scope is enforced by tests/workflow_contracts/kani_proof_scope_test.py,
which rejects both a closure file missing from the scope and a scope entry
that covers nothing. It runs in gate 8 (make test-workflow-contracts).
No Kani harness was run for this branch, and none needed to be: the proofs'
inputs did not change, only the reachability list did.
Risks and tolerances
The three deviations from the technical design (overlays in TestSurface
rather than in the options; private-field options; which and expanduser
refusing) are recorded in the plan's Decision log.
TD-I5 is advanced, not discharged: roadmap 7.5.1 owns the end-to-end tests
through pipeline actions.
Filters and tests cannot be mocked in this version; roadmap 7.4.1 adds
sandbox-rooted adapters for glob, the file tests, and the file-reading
filters.

Summary
Add from_str_with_options and route manifest loaders through shared ManifestLoadOptions. Preserve existing loader entry points as wrappers.
Add a deny-by-default test stdlib surface. Inject environment access and the clock. Return typed refusals for unavailable helpers.
Add function overlays for manifest evaluation. Reject collisions with reserved loader names, manifest variables and macros before registration.
Centralize helper-surface dispositions and test their registration contracts. Add differential tests for loader outputs and generated build graphs.
Add localization keys and translated diagnostics for overlay collisions and test-mode helper refusals. Update the developer guide and design records, including ADR 0070.
Scope
Filters and tests are not overlayable. Sandbox-rooted file adapters and end-to-end pipeline tests remain planned work.
The supplied context reports the targeted tests and commit gates as passing, and hosted CI as green on the stated candidate heads. It also reports a kani-smoke timeout that passed after a bounded rerun. These results were not independently verified here.
Walkthrough
The PR adds options-based manifest loading and a deny-by-default test stdlib surface with typed helper refusals and test-only function overlays. It also reorganizes manifest localization keys into a fourth table and adds coverage for loader modes, overlays, and build/test output equivalence.

Summary
Restricted stdlib inventory and refusals src/stdlib/restricted_helpers/*, src/stdlib/register.rs, src/stdlib/time/*, src/manifest/tests/test_mode.rs
A shared helper inventory defines availability for manifest-query and test surfaces. Test-mode refusals return typed errors. Tests cover helper registration, refusal messages, injected environment readers, and clock behaviour.
Options-based load and render pipeline src/manifest/*, src/manifest/jinja_macros/*, tests/manifest_load_options/*, tests/manifest_load_options_tests.rs
ManifestLoadOptions selects the stdlib registration, environment, budget limits, and stage observer. Loading builds the template environment, expands and renders the manifest, and applies registration-specific telemetry and query-refusal handling. Tests compare load results and generated output across modes.
Test surfaces can register function overlays. The loader checks overlay names against reserved and manifest namespaces before registration. Overlay calls can access the function they replace.
Localization key tables and diagnostics src/localization/*, locales/*/messages.ftl, build.rs, build_l10n_audit/*, tests/build_l10n_*
Manifest keys move to a fourth key table, which the build audit and aggregate-key checks include. Locales add overlay-collision and test-mode refusal messages.

Full details: Title check
Explanation
The title names the main change: an options-carrying manifest loader entry point, which is the core of roadmap item 7.1.2 and matches the changeset (from_str_with_options and ManifestLoadOptions). The title does not mention the deny-by-default test stdlib surface or template overlays, which are also substantial parts of the change, but it is not overly broad or misleading. The title also includes the roadmap item number, as the title requirements call for when a roadmap task is implemented.
Full details: Description check
Explanation
The description closely matches the changeset. It covers the options-carrying loader entry point, the deny-by-default Test stdlib surface, template overlays, the ADR and documentation updates, and the verification evidence. It is detailed and directly relevant, so it passes the lenient relatedness test.
Full details: Docstring Coverage
Explanation
Docstring coverage is 95.56% which is sufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 90 functions across 50 files. (3 skipped: 3 unsupported.)
Full details: Testing (Overall)
Explanation
Accept the testing coverage. The new tests exercise the changed behaviour through real loader paths, not only internal mocks: src/manifest/tests/loader_options.rs:104-177 covers all registration modes, the public options entry point, budgets and stage notifications; src/manifest/tests/test_mode.rs:132-367 covers telemetry suppression, injected and ambient environment/clock behaviour, and typed refusals through when and macros. Overlay tests cover foreach, when, rendered fields, namespace collisions, shadowed functions, refusing stubs and empty overlays (src/manifest/tests/overlays/namespaces.rs:38-118, src/manifest/tests/overlays/registration.rs:28-245). The restricted-helper contracts probe every inventory row through a manifest load, scan registrations in both directions by helper kind, and verify typed refusals and call shapes (src/stdlib/restricted_helpers/surface_contracts/probe_rows.rs:14-85, registration_scan.rs:100-176, refusal_text.rs:32-116). Wrapper snapshots cover the public string and path entry points, including budget and observer cases (tests/manifest_load_options/wrapper_equivalence/mod.rs:162-201, path_rows.rs:179-293). Differential corpus and property tests compare manifests, graphs and Ninja output, with coverage floors (tests/manifest_load_options/corpus_fidelity.rs:314-377, fidelity_property/compare.rs:55-102). The BDD scenarios and external-crate embedder tests add end-to-end and public-API coverage. These assertions would fail for missing registrations, wrong capability decisions, changed wrapper output, incorrect refusals, overlay bypasses, and mode divergence. No explicit testing failure condition is introduced.
Full details: Developer Documentation
Explanation
Pass the developer-documentation check. The completed ExecPlan records Status: COMPLETE and its EP-M5 outcome names ADR-0070 at lines 2883-2895. The plan explicitly classifies all earlier ADR-0060 references as historical planning records at lines 2328-2339. The developers' guide documents ManifestLoadOptions, from_str_with_options, test surfaces, overlays, inventory rules, and snapshot tooling. The technical design and ADR-0070 document the architecture and decisions. Roadmap 7.1.2 is checked off, and all 35 locale catalogues match the en-US key set. Prior failure addressed: EP-M5 now names ADR-0070 at plan lines 2883-2889, and the decision log records the 0060-to-0070 deviation plus its historical-reference treatment at lines 2328-2339.
Full details: Module-Level Documentation
Explanation
PASS. Every changed Rust module begins with a //! module-level doc comment. The new loader, test-surface, restricted-helper, snapshot-filter, and characterization modules explain their purpose and utility, and they identify related components where needed. The repository-wide source scan found no Rust module without leading inner documentation. Examples include src/manifest/loader_options.rs:1-12, src/manifest/test_surface/mod.rs:1-14, src/stdlib/restricted_helpers/surface_contracts/mod.rs:1-20, and test_support/src/temp_path_filter.rs:1-17.
Full details: Testing (Unit And Behavioural)
Explanation
Pass the testing check. Add unit tests for registration decisions, stage observers, telemetry suppression, injected environment and clock behaviour, typed refusal paths, overlay namespace collisions, shadowed-helper forwarding, and empty overlays (src/manifest/tests/loader_options.rs, src/manifest/tests/test_mode.rs, src/manifest/tests/overlays/*.rs). Add inventory and registration-contract checks for refused helpers, including helper-kind matching (src/stdlib/restricted_helpers/tests.rs, src/stdlib/restricted_helpers/surface_contracts/registration_scan.rs). Add integration tests for the public embedder API, differential manifest fidelity, generated-manifest properties, and all wrapper entry points (tests/manifest_load_options_embedder.rs, tests/manifest_load_options/corpus_fidelity.rs, tests/manifest_load_options/fidelity_property/, tests/manifest_load_options/wrapper_equivalence/). Add BDD scenarios that compare build and test Ninja output, assert user-facing refusals, and exercise template overlays (tests/features/manifest_load_options.feature, tests/bdd/steps/manifest_load_options.rs). Add focused edge-case tests for temporary-path snapshot filtering (test_support/src/temp_path_filter.rs). These tests exercise public and behavioural boundaries, not only private helpers.
Full details: Testing (Property / Proof)
Explanation
Pass. The change adds proptest coverage for the main range-based invariant: tests/manifest_load_options/fidelity_property/ generates 128 valid manifest cases, enforces coverage for each construct, and compares the manifest, GraphView, and Ninja output between Full and Test modes. Existing property tests also cover arbitrary reserved-variable maps and foreach inputs. The four registration modes use an exhaustive rstest table, and the restricted-helper inventory probes every finite row plus scans registration kinds. Overlay namespace cases and temporary-path cases use small parameterized tables that communicate their finite boundary contracts. The Kani change only updates source-scope bookkeeping; the plan identifies no repository-owned lemma or bounded state machine that needs a substantive new proof.
Full details: Testing (Compile-Time / Ui)
Explanation
PASS. The pull request covers compile-time-facing Rust changes with equivalent checks. tests/manifest_load_options_embedder.rs:1-18 explains the downstream-crate compile contract, and :20-83 compiles and exercises the public loader, test-surface, and overlay API. src/localization/mod.rs:55-106 keeps the aggregate key type and construction compile-time checked, while tests/build_l10n_keys_tests.rs:255-280 and tests/build_l10n_audit_tests.rs:35-52 cover the build-time key table and audit inputs. The new structured output has focused snapshots. tests/manifest_load_options/fixtures/canonical.rs:47-108 uses canonical JSON, explicit observer states, and complete error chains. Snapshot settings redact temporary paths in tests/manifest_load_options/fixtures/settings.rs:28-54 and src/snapshot_test_support.rs:39-71; fixed clock values use an injected constant at tests/manifest_load_options/fixtures/fixture.rs:42-43. Semantic assertions run beside the snapshots, including refusal completeness and typed refusal checks in src/stdlib/restricted_helpers/tests.rs:178-230 and src/stdlib/restricted_helpers/surface_contracts/refusal_text.rs:32-115. The snapshots therefore record meaningful, deterministic behaviour without host paths, secrets, or uncontrolled timestamps.
Full details: Unit Architecture
Explanation
PASS. The change preserves the required boundaries. from_path_with_options reads through the capability-scoped workspace and returns Result for workspace, I/O, registration, parsing, and rendering failures (src/manifest/query.rs:70-110). Query registration exposes only lexical, collection, recipe-text, and clock-independent helpers, and registers refusals for host-facing helpers (src/stdlib/register.rs:132-179; src/stdlib/restricted_helpers/query.rs:16-45). Query loads refuse env(), glob(), network, process, filesystem, and ambient-clock helpers through StdlibRegistration::ManifestQuery (src/manifest/loader_options.rs:40-114). Test loads inject the environment reader and admit now() only with an explicit clock; other host-facing helpers use typed refusal errors (src/manifest/test_surface/mod.rs:27-83; src/stdlib/restricted_helpers/test_mode.rs:70-153). The public overlay seam exposes explicit callable inputs and Result<Value, Error> outputs (src/manifest/test_surface/overlays.rs:73-117), while stage observation is an explicit callback. The added tests cover telemetry isolation, environment and clock injection, typed refusals, query classification, and overlay behaviour (src/manifest/tests/test_mode.rs:132-367; src/manifest/tests/loader_options.rs:104-177). No changed code hides the relevant fallibility, introduces an unabstracted clock dependency in restricted paths, or adds query-side network, command, or external-state writes.
Full details: User-Facing Documentation
Explanation
The pull request adds public library functionality without documenting it in docs/users-guide.md. src/manifest/mod.rs:58-80 publicly re-exports ManifestLoadOptions, from_str_with_options, TestSurface, and template-overlay types. The external-consumer test at tests/manifest_load_options_embedder.rs:20-23,43-82 confirms that downstream API consumers are an intended audience. The implementation adds the options entry point and test surface at src/manifest/loader_options.rs:118-304 and src/manifest/test_surface/mod.rs:27-49. The user guide remains unchanged and contains no references to these APIs. The new explanation exists only in docs/developers-guide.md:354-414, which is for maintainers and does not satisfy the user's-guide requirement. No applicable next-release migration guide signpost was added.
Resolution
Add a user-guide section for library consumers. Document ManifestLoadOptions, from_str_with_options, full and test surfaces, environment injection, budget limits, stage observers, and template overlays. Link the section from docs/contents.md if required. Add the applicable next-release migration-guide entry and state that existing wrapper callers need no migration.
Full details: Domain Architecture
Explanation
The pull request still leaks MiniJinja through the public manifest API. src/manifest/mod.rs:78-80 publicly exports OverlayCall and OverlayCallable. src/manifest/test_surface/overlays.rs:78-109 makes the public callback contract use minijinja::Value and minijinja::Error; OverlayCall also exposes minijinja::State and Value at lines 124-157. The new overlay module and exports are introduced by this pull request, so the failure is causally introduced here. This violates the domain boundary by making manifest consumers depend on vendor-specific framework types.
Resolution
Keep MiniJinja types private to the manifest adapter. Replace the public overlay callback with framework-neutral manifest value and error types, and provide an opaque domain-shaped capability for shadowed-function forwarding. Translate that contract to and from MiniJinja State, Value, and Error only inside private registration code. Remove the public exports, then update the embedder test, examples, documentation, and tests to use the translated contract.

FAIL — The new StdlibRegistration::Test path enforces resource budgets but deliberately emits no expansion or budget telemetry. records_expansion_and_budget_telemetry is true only for AmbientFull and Full in src/manifest/loader_options.rs:137-146; src/manifest/budget/adapter.rs:18-33 records exhaustion only when that decision is true. The new test contract confirms that an exhausted test load produces no budget counter in src/manifest/tests/test_mode.rs:160-182. The technical design also describes the test runner as a production path (docs/netsuke-test-framework-technical-design.md:318-320). Existing render and macro metrics do not expose test-load budget exhaustion or expansion consumption. This leaves maintainers unable to measure degraded resource behaviour for the new production-capable mode.
Resolution
Add separate, low-cardinality telemetry for the Test load mode at the budget and expansion boundaries. Record test-mode budget exhaustion with only fixed stage and budget labels, and record bounded expansion counts in separate test-mode series so normal build counters remain uncontaminated. Add bounded refusal or collision outcome counters if aggregate failure rates are required; use only inventory operation names or namespace kinds, never overlay names, paths, manifest content, or error text. Add tests for metric names, labels, and redaction while retaining the existing typed and localized diagnostics.
Warning
Review coverage is incomplete: 1 file could not be fully reviewed. Findings from completed review steps are included; see review info for details.
Set the load mode; choose the helpers. Keep ambient reads beyond the test boundary. Name overlays; check each claimed space. Let typed refusals state what is withheld. Gather the keys in a fourth table. Compare each path from parse to render.
This draft-only ExecPlan proposes centralizing manifest loading behind ManifestLoadOptions, adding a deny-by-default deterministic test surface with typed refusals, and supporting pre-expansion template overlays, while preserving existing behavior through wrapper characterization and extensive differential verification. No production code is changed; reviewers should focus on the recorded design deviations, capability/refusal inventory, overlay API and registration order, compatibility guarantees, and the open question about unmockable filesystem filters.

Plan: Introduce the options-carrying manifest loader entry point (7.1.2)
Introduce the options-carrying manifest loader entry point (7.1.2)
Oct 14, 2026
Add the draft execution plan for roadmap item 7.1.2, which introduces
`ManifestLoadOptions`, `TemplateOverlays`, and a `Test` variant of
`StdlibRegistration` so that `netsuke test` can drive the same manifest
loader as the build.
The plan reconciles the technical design's sketch with the loader as it
stands (the `ManifestEnvironment` bundle, budget limits, and the private
`ManifestLoadMode`), fixes a deny-by-default test-mode stdlib surface,
and plans differential verification against characterization
snapshots. It is a draft awaiting review and approval.

Rename the axiom identifiers the spelling gate reads as a misspelling,
use the Oxford spelling of handwritten, move an overlong code span into
a fenced block, and apply the canonical mdtablefix wrapping.

Three review panels (structure and contracts, failure modes and
verification, alternatives and viability) each returned "revise". This
revision addresses every finding:
- Move template overlays into a `TestSurface` payload of the `Test`
mode, so the build path cannot carry overlays and capability
decisions stay in `StdlibRegistration`.
- Keep `StdlibRegistration` crate-private with a named `AmbientFull`
variant, and drop the public `Default` for the options.
- Make `env()`/`glob()` registration one loader decision; give test
refusals a verbatim bracketed code and a typed source; gate the query
classifier to query mode.
- Hand overlays their shadowed function through an extensible
`OverlayCall`, and reserve `env` and `__netsuke_*` names.
- Make characterization snapshots canonical with fixed paths and a
no-re-accept rule; split OBL-1 by visibility; turn the surface
completeness check into a source scan; drive the fidelity property
with counters.
- Recount tolerances, trim the behavioural feature, reuse existing
fixtures, record deviations from the technical design, and raise the
file-reading filter gap as an open question for the approver.
Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
The `contents`, `size`, `linecount`, `hash`, `digest`, and `realpath`
filters resolve paths against the process working directory, and
filters cannot be replaced by doubles in the first version of the test
framework. Refusing them forever would make any manifest that reads or
hashes a file untestable.
The user chose to extend roadmap 7.4.1 so that it roots these filters
at the case sandbox, alongside the `glob()` and file-test adapters it
already owned. Technical design §5.5 now names them as a third group of
ambient bypasses, and the 7.1.2 ExecPlan records the decision in place
of its open question. The 7.1.2 implementation is unchanged: the
filters refuse under test until 7.4.1 lands.

The plan was drafted against `ebcedaef`; by the time implementation began,
`origin/main` stood at `486b876c` and the branch was 64 commits behind, with
`ebcedaef` itself as the merge base. Every one of those commits was invisible
to the plan's own review rounds, so the plan's named seams and one of its
allocations had gone stale.
The rebase is the substantive change here; this commit corrects the plan to
match it.
- Base commit: `ebcedaef` -> `486b876c`, in the orientation note and the
conformance basis.
- Module paths: `main` landed a layout migration that turned the seams EP-M1
names into directory modules. `budget_adapter.rs` -> `budget/adapter.rs`,
`env_reader.rs` -> `env/reader.rs`, `env_policy/` -> `access_policy/`,
`expand_tests.rs` -> `expand/tests/`, `render.rs` -> `render/mod.rs`.
- EP-M1's first extraction is partly done upstream: `register.rs` fell from
398 to 315 lines because `register/query_helpers.rs` now holds the marker,
`manifest_query_operation_error`, `is_manifest_query_disabled_error`, and the
stub registrations. EP-M1 relocates that cluster rather than creating it.
- ADR-041 is spent: `main` publishes
`adr-041-canonical-recipe-shell-quoting-surface.md`, and a sweep of every
remote branch puts the ceiling at 054. Renumbered to ADR-055, above the
highest allocation, since the style guide forbids renumbering after
publication.
- Recorded the rebase, the layout reconciliation, the ADR collision, and the
governing-document churn under `Surprises & discoveries`, and flipped
`Status` to IN PROGRESS with the approval and rebase in `Progress`.
No production code changed. Markdown gates (`markdownlint`, `nixie`,
`check-fmt`) pass.

Add the Stage A baseline to the 7.1.2 ExecPlan: the full gate set run
sequentially against the untouched branch at 0b2a366, six gates green and
`make test` red.
Record the red as load attribution, not a candidate defect, and record the
reasoning that makes that attribution falsifiable rather than assumed: the
awaiting call is inside the test body, so a wider allowance would cover the
delay; the branch diff against `origin/main` is three Markdown files under
`docs/`; the failing test, its nextest policy, `src/`, and `tests/` are
byte-identical to `origin/main`; the gate log carries 60 compile-slot waits
and zero admission failures; and the sibling nested-Cargo fixture passed at
168 s under the same cap in the same run.
Add the matching risk entry, so a later red gate is triaged by reading the
queue census before it is treated as a defect. The disposition is OPEN: the
gate is re-run, not repaired, and `.config/nextest.toml` already documents
why this budget deliberately stays at five periods.
The layout contract added by the same migration that produced this plan's
base groups sibling modules by the first `_`-separated token of the module
name, and treats a directory as a module only when it holds `mod.rs`. Three
of the plan's new module paths violate it:
- `src/manifest/load_options.rs` forms a `load` group with the existing
`load_stage.rs`.
- `src/stdlib/restricted_helpers.rs` plus its `_tests.rs` sibling form a
`restricted` group.
- `src/stdlib/register_query_snapshots.rs` forms a `register` group with
`register.rs`.
Rename them to `src/manifest/loader_options.rs`,
`src/stdlib/restricted_helpers/{mod.rs,tests.rs}`, and
`src/stdlib/register/refusal_snapshots.rs`. Each was re-probed against the
contract's own functions and is now clean. The rename is a placement
decision, not a scope one: every artefact, row, and milestone keeps its
identity.
Also correct ten stale path citations found while sweeping for the same
class of error: three named a directory module by its bare stem
(`src/manifest/render/`, `src/manifest/tests/budget/`,
`src/stdlib/time/clock/`), `src/ninja_gen_property_tests/` is really
`src/ninja_gen/property_tests/`, and `src/value/mod.rs` is a path inside the
`minijinja` crate rather than this one. Record the probe evidence and the
rename rationale under `Surprises & discoveries`.
Verified with `make check-fmt`, `make markdownlint`, `make spelling`, and
`make nixie`, all green.

EP-M0 of the 7.1.2 options-carrying loader plan: pin what every public
loader entry point and the crate-internal manifest-query entry point
produce today, so the refactor that replaces the shared loader core has
an oracle recorded from the code it is replacing.
The public suite records one canonical-JSON snapshot per entry point
over the fixtures that entry can load. Applicability is data on each
fixture rather than a rule restated per row, because a fixture that
reads the environment or the clock is deterministic only for a loader
that carries the matching seam, and one that acts on the host is
loadable only where the surface refuses the helper. That last rule is
what keeps a characterization run from running a command or reaching
the network.
Seven fixtures are new; four were planned, and the three additions close
loader paths no existing fixture covers -- an ordinary load, the YAML
parse failure, and the injected environment reader. The deviation is
recorded in the plan.
The crate-internal rows cannot share those fixtures: the entry point is
private to the crate and the fixtures live in an integration crate that
src/ cannot import. They restate the few they need, and the query
refusal rows assert the real registration's messages in one document
because twenty-two lines differing only in their leading word are read
comparatively.
Every snapshot was reviewed by reading before acceptance. This is the
only acceptance they receive; a later milestone that moved one would be
changing the oracle.
No production file changed. The one edit outside tests,
stable_snapshot_settings in src/snapshot_test_support.rs, is behind
#[cfg(test)], as is the new child declaration in src/stdlib/register.rs.
Co-Authored-By: Claude Code <noreply@anthropic.com>
The EP-M0 refusal inventory held 22 rows but the surface registers 23
refusals: six always-disabled helpers, seven file tests, and ten
host-dependent helpers. `glob` was the omission, so OBL-10's claim that
every query refusal message is pinned was not true of the baseline it
was meant to rest on.
Found by enumerating the registrations in
`src/stdlib/register/query_helpers.rs` against the table rather than by
reading either alone -- the two agreed everywhere the table had a row.
The table's own doc now states that completeness is the requirement and
names this drift, because a refusal with no row is a message that can be
reworded unobserved, which is the whole point of the row set.
Also update the plan with what reconnaissance established for EP-M1:
both extractions touch `tools/kani/proof-scope.toml`, a file the plan
never mentioned, and `query_helpers.rs` leaving the tree makes its scope
entry dead by construction. The `FILE_TESTS` list is shared across the
move boundary and forces a visibility decision. The EP-M1 outcome's flat
`restricted_helpers.rs` is corrected to the directory form the layout
contract requires.

`make lint` aborted inside `cargo clippy`'s target walk on a
`clippy::shadow_reuse` in `src/manifest/tests/wrapper_equivalence.rs`, so
every integration-test target behind it went unlinted. Linting them
surfaced eight findings in the EP-M0 suites, all of them real:
- `shadow_reuse`: the query characterisation helper took the row's label
and handed it straight back, and the caller then shadowed the loop
binding with it. The label names the row, not the load, so the
round-trip is removed and the caller joins the two.
- `struct_excessive_bools`: `Capabilities` carried four Booleans. The two
injected seams answer one question — which boundaries does the caller
supply? — so they become a `Seams` struct, and the rows that passed a
reader without a clock now say so through a named constructor rather
than repeating a struct literal.
- `trivially_copy_pass_by_ref`, `similar_names`, `missing_const_for_fn`,
and `redundant_closure`: mechanical, fixed as reported.
The budget row now takes its label from the corpus rather than repeating
the literal "pure", which removes a drift risk: a reordered corpus would
have mislabelled the row silently.
The characterization snapshots are unchanged by all of this, which is the
evidence that the capability plumbing is a refactor and not a behaviour
change.

§4.3 specifies the options-carrying entry point and the registration
order inside it, but the order was only prose. The new figure shows the
four `StdlibRegistration` modes branching from `from_str_with_options`
and where they converge: only `Test` takes the injected environment
reader and clock and applies the overlays, while expansion, rendering,
and validation are shared by every mode.
The screen-reader description above the diagram and the caption below it
follow the documentation style guide, which asks for both. The mode names
are the ones the 7.1.2 plan defines (`AmbientFull`, `Full`,
`ManifestQuery`, `Test`); `AmbientFull` and `Test` do not exist in the
source yet, which is expected for a design document describing the
architecture the milestones are converging on.
Co-Authored-By: Claude Code <noreply@anthropic.com>
The hosted CodeScene run flagged four files on this branch. Each finding
was reproduced locally with `cs delta` before any repair, so every
change below answers a measured finding rather than a suspicion.
`src/manifest/mod.rs` carried three string entry points alongside the
path and stdlib variants, which pushed its String Heavy Function
Arguments ratio to 41.7% against a 39.0% ceiling. Moving `from_str`,
`from_str_with_env`, and `from_str_with_limits` into `str_loaders.rs`
follows the layout `path_loaders.rs` and `parse_with_config.rs` already
use: one module per argument shape. The re-exports keep the public path
`netsuke::manifest::from_str` unchanged, and the moved bodies are
verbatim, so behaviour and the `from_str_with_env` doctest are untouched.
The remaining three findings were duplication and complexity in tests:
- `overlays/namespaces.rs` accepted two names through two byte-identical
test functions; one `#[rstest]` case table now states the same rows.
- `fixtures/fixture.rs` repeated a four-way conjunction inside
`Case::is_loadable`; four named predicate constants now record which
hazard each term asks about, and `Capabilities` gained a `NONE`
constant with chainable builders so each constructor reads as the
single capability it varies.
- `wrapper_equivalence/path_rows.rs` repeated the adapter argument list
across seven near-identical rows; an `ObservedEntryPoint` enum holds
the dispatch, and one `#[rstest]` case table names the seven adapters.
Snapshot names are passed explicitly, so every recorded row keeps its
existing file and content.

Moving the string loaders into `src/manifest/str_loaders.rs` made that
module reachable from `evaluate_when_expression`, and hosted CI's
`tests/workflow_contracts/kani_proof_scope_test.py` failed with:
the harnesses reach these paths, which tools/kani/proof-scope.toml
`sources` does not cover: ['src/manifest/str_loaders.rs']
The scope file records the source closure each existing harness reaches,
so the new module belongs in it. The entry sits in sorted position beside
`src/manifest/render/mod.rs`.
This is scope bookkeeping, not a proof change: no harness, contract, or
model was touched, and the reachable set the existing harnesses see is
unchanged. The focused contract test passes (7 passed).
The nine-gate batch that was running against the previous commit was
stopped rather than allowed to continue, because hosted CI had already
shown that tree to be red at gate 8.

Acceptance evidence: the nine-gate set was run sequentially in the candidate
worktree against the published tree (40c4a0aebc0d548f1bede509553d9be69cb3e577)
with a clean status, and every gate exited 0:
make check-fmt (4 s), make typecheck (224 s), make lint (7 494 s), make doc-coverage (5 064 s)
make test — 5 008 nextest cases passed, 7 skipped, then every doctest target
make markdownlint — 213 files, 0 issues; make nixie pass
make test-workflow-contracts — 1 666 passed, 3 skipped, plus 28 script tests
make test-package-verify — 733 files packaged
The long wall-clock times are compile-slot queue latency, not extra work. Hosted
CI is green at this head, including build-test, kani-smoke, CodeScene, the
Windows jobs, and release packaging.
Obligation evidence is tabulated in the PR description: each verification
obligation (OBL-1 to OBL-12) names its artefact and its non-vacuity evidence,
with the two exceptions (OBL-2 and OBL-10) justified there. The two commits
after the previous batch are c3b261777 (four hosted CodeScene repairs) and 5c13d554b (Kani proof-scope bookkeeping for the moved str_loaders module;
the tests/workflow_contracts/kani_proof_scope_test.py contract now passes).
Known limitations: none established beyond those recorded in the plan's Risks and tolerances and Decision log — overlays live in TestSurface
rather than in the options, options fields stay private, which and expanduser refuse under test mode, TD-I5 is advanced by this work while
roadmap 7.5.1 owns the end-to-end pipeline tests, and roadmap 7.4.1 adds
sandbox-rooted adapters for glob, the file tests, and the file-reading
filters.

Treat the implementation as substantially complete, with one confirmed verification defect and one unresolved plan-conformance question. I found no current runtime correctness defect in the inspected loader and registration paths. Do not treat this assessment as unconditional discharge of every execution-plan obligation.
Remaining in-scope findings
1. Preserve helper kind in the OBL-3 registration scan
Medium priority — verification defect.
In src/stdlib/restricted_helpers/surface_contracts/registration_scan.rs, Line 21–34, the scanner reduces registrations to (path, name). At Line 99–102, the inventory check compares only the name. The reverse check at Line 116–121 also compares only the name.
MiniJinja functions, filters, and tests occupy separate namespaces. SURFACE correctly records that distinction through HelperKind, but the scanner discards it.
For example, a new add_filter("now", …) registration passes the current inventory predicate because SURFACE already contains the functionnow. No filter disposition or filter probe is required. If that registration enters a group shared with test mode, the contract can miss a newly exposed capability.
An independent static check confirmed this counterexample against the current inventory. This is not evidence of an existing host-state leak.
Compare (HelperKind, name) in both scan directions. Add a regression case that rejects a filter whose name exists only as a function. Keep the explicit loader-owned and loop-registration exemptions specific to the matching helper kind. Until then, OBL-3 does not fully establish the promised registration-completeness guarantee.
2. Reconcile the execution-plan scope tolerance
Plan-conformance question — not a runtime defect.
The plan’s “Tolerances” section sets escalation thresholds of 42 changed files or 2,400 net added lines. Against the requested base, I counted 81 changed files and 6,603 net added lines, after excluding the plan, locale catalogues, snapshots, and YAML fixtures.
The plan records reasons for several splits and additions. I did not find an explicit acceptance of the aggregate tolerance exceedance.
Record the accepted scope exception, or identify the existing acceptance evidence. The count establishes that the threshold was exceeded. It does not establish that human authorization was absent.
Implementation coverage
The inspected source supports the main milestone outcomes:
Area
Assessment
EP-M1/M2: loader consolidation
Existing wrappers converge on the shared evaluation core. Options carry configuration, environment, budget limits, and the stage observer. The parallel ManifestLoadMode is removed.
EP-M3: restricted test surface
Test registration installs pure helpers and typed refusing stubs. The default environment reader returns “not present”. The default clock refuses; an explicitly injected clock is admitted.
Refusal handling
Test refusals carry TestModeRefusal. Query classification is gated to query mode. Tests cover refusals directly inside when and through a macro.
Telemetry and budgets
Test loads retain budget enforcement while suppressing expansion and budget telemetry. Tests include full-load positive controls.
EP-M4: overlays
Validation precedes overlay installation. Overlays register after vars and macros and before expansion. Tests cover namespace collisions, foreach, when, rendered commands, keyword-argument passthrough, and dispatch counts.
Fidelity and public API
The property compares manifests, graph projections, and Ninja text over 128 cases. It rejects Full-load failures and checks construct coverage. The corpus and external integration tests exercise refusal and embedder contracts.
EP-M5: documentation
The design, ADR-0070, ADR-0050 Addendum E, guides, and roadmap contain the principal implemented decisions and deferred work.
Both diagnostic codes are present in all 35 catalogues. No pre-existing snapshot is modified against the comparison base. No changed Rust file exceeds 400 lines. Existing src/ir/**/verification.rs files are unchanged.
Keep macro substitution, sandbox adapters, and end-to-end pipeline isolation outside this item, as the plan specifies.
Verification and access limits
The checkout matched the requested head and tree exactly and was clean.
GitHub independently reported the same base/head. Relevant build, Windows, packaging, Kani-smoke, CodeScene, and security checks reported success. Some other checks were skipped.
I inspected source and test assertions. I did not execute repository code, rerun gates, or reproduce seeded faults because this sandbox prohibits those operations.
The historical characterization revision 847c19cc was unavailable locally. C12 verification is therefore inconclusive. Supply its rebased equivalent or a snapshot-diff artefact so that check can be retried. Unchanged pre-existing snapshots do not prove the separate post-characterization freeze.
Treat the nine local gate results and mutation transcripts as supplied acceptance evidence, not independently reproduced results.
Close the OBL-3 gap and reconcile the scope exception before declaring full plan conformance. No formal PR review or approval action was requested or performed.
OBL-3's completeness contract scanned add_function/add_filter/add_test
sites but reduced each to (path, name), so a filter sharing a name with
an inventoried function passed the inventory check without a disposition.
Carry the HelperKind implied by the marker and compare (kind, name) in
both directions, make the loader-owned env/glob exemption name the
function kind, and add a regression test pinning the filter-named-now
counterexample.
Record the hosted assessment's remaining items in the plan: the OBL-3
repair, the C12 snapshot-freeze evidence against 847c19c, and the
measured scope reconciliation (81 files, 6,603 net lines against base
e5d57c5 with the exclusion set applied) as an accepted exception
explained by Table 1's directory-granular inventory.

@coderabbitai thank you for the substantive assessment
(EP-712-5c13d554b-20261102T0110, reply #807 (comment)). Both
findings are addressed and the C12 evidence you could not find is supplied
below.
New head: 3146c33ed62fdf518fd223adce0ccd32852644ce; comparison base: e5d57c58352b51473de4170f86e34fdc9db3ece6. The only commit since your
assessment is 3146c33ed.
1. OBL-3 registration scan now compares helper kind. The scanner no longer
reduces a registration to (path, name). Each marker supplies the kind it
registers — add_function ⇒ Function, add_filter ⇒ Filter, add_test ⇒ Test — and both directions of the contract compare (kind, name). The is_loader_owned exemption for env/glob now names HelperKind::Function as
well, so a same-named filter or test cannot borrow it, while the loop-registration
exemption stays HelperKind::Test. Your counterexample is pinned by the new a_registration_is_not_inventoried_under_another_kind test: the inventoried
function now is accepted, a filter named now is rejected, and both the
function and filter rows for which remain inventoried. The focused suite
passes: 8 passed, including both scan directions over the real source tree.
2. Scope tolerance recorded as an accepted exception. I reproduced your
counts exactly against the comparison base with the plan's exclusion set
applied: 81 changed files and 6,603 net added lines. The reconciliation is now
recorded in the plan's Decision log as an accepted exception, not a silent
rewrite: the 42-file and 2,400-line triggers were computed from Table 1, which
names whole directories as single rows (tests/manifest_load_options/*, tests/bdd/…, docs/…, locales/*), so a file-granularity count was never
commensurable with that inventory. The entry also traces the files outside
those rows to plan-mandated work: build.rs, build_l10n_audit/, and the
fourth key table carry the two mandated Fluent keys, the shared snapshot
temporary-path filter is required by both snapshot crates, and tools/kani/proof-scope.toml is Kani reachability bookkeeping. No capability
outside the approved scope was added.
3. C12 evidence. Commit 847c19cc is present in this worktree (and is the
plan's stated C12 baseline), so the check can be re-run:
git diff --exit-code 847c19cc HEAD -- tests/snapshots/manifest_load_options
It prints nothing and exits 0, which is C12's operative condition: every
characterization snapshot is byte-identical to the baseline across the whole
branch, including the repair commit.
Local gate results for the new head are recorded in the pull request
description. Please reassess the affected findings at this head and echo the
Assessment-ID and assessed base/head. This is an assessment conversation, not a
request to start a formal PR review.
Verified head tree:2f24b5081539e80c1fc86546e2999b8bd4411e3a
GitHub reports the requested base and head. The checkout is clean. The repair commit has the previous assessed head as its sole parent and changes only three files.
1. OBL-3 registration scan — addressed
The inspected implementation preserves HelperKind from each registration marker. Both scan directions compare (kind, name).
In src/stdlib/restricted_helpers/surface_contracts/registration_scan.rs:
Line 27 maps each marker to its helper kind.
Line 101 checks both kind and name.
Line 130 checks the reverse direction with both fields.
Line 159 adds the regression test. It rejects filter now, accepts function now, and accepts both which registrations.
The is_loader_owned repair also restricts the env and glob exemption to functions. The loop-registration exemption remains specific to tests.
The repair closes the reported cross-namespace inventory gap. I found no remaining defect in this repair.
2. Scope tolerance — addressed
The plan’s Decision log now records the 81-file, 6,603-net-line exceedance as an accepted exception. It retains the original triggers and explains the scope reconciliation.
Together with your explicit confirmation, this answers the earlier request to record the accepted exception. No further scope-reconciliation action remains from that finding.
3. C12 snapshot identity — independently verified
The historical baseline remains unavailable in the local clone. GitHub’s read API resolved it to:
847c19cc88973a4f3f4893638df5a95d1deac4b6
At that baseline and the assessed head, tests/snapshots/manifest_load_options contains 12 files and has the same Git subtree identity:
55da7c379e1a95fe0ca9786cbffb304a559e904f
This independently establishes byte-identical snapshot contents for the supplied C12 directory. The earlier inconclusive result is settled.
Conclusion and limits
Treat the previous assessment’s two findings and C12 evidence gap as settled at this head. No remaining in-scope omission or correctness defect emerged from this focused reassessment.
Keep the verification boundary explicit: I inspected the source, regression assertions, repair diff, plan, and snapshot identities. I did not run repository code or reproduce the reported test and gate results.
This reply does not start a formal PR review or change approval status.

Preserve the kind implied by add_function, add_filter, and add_test, and compare (kind, name) in both inventory scan directions. Restrict the env/glob loader-owned exemption to HelperKind::Function and the loop-registration exemption to HelperKind::Test. Retain regression coverage that rejects filter now when only function now is inventoried and accepts both inventoried which registrations.

Answer the hosted review's documentation findings, verifying each claim
against the current source rather than the review text:
- The technical design cited `from_str_named` and
`from_path_with_policy_and_env` at their old `src/manifest/mod.rs`
lines. The driver is now `evaluate_manifest`, reached through the
telemetry-adapting `from_str_named` in `budget/adapter.rs`, and the
fullest entry point lives in `path_loaders.rs`. Both `SURFACE`
citations move to its current declaration line.
- `ManifestLoadMode` no longer exists, so ADR-0050 now names the
`ManifestQuery` stdlib registration that suppresses the metric.
- `StdlibConfig` derives `Clone`, so the two comments that justified a
move or a clone by claiming it was not cloneable now state the real
reason: the loader closure takes `ManifestWorkspace` by value and
moves its `Dir` handle into the configuration it builds, and
`TestSurface` is owned and boxed so the loader consumes it without
borrowing and the enum variants stay close in size.
- The loader-options module comment still described the overlay grant
as forthcoming; the `Test` row has asserted it since EP-M4.
- Four comments used `-ise` spellings where the house style is
en-GB-oxendict `-ize`, including one sibling the review did not cite.

All seven inline findings and the one outside-diff finding are addressed in a76def2a9adfbc0f29312a9c039b8246416c0b0a (parent: 3146c33ed62fdf518fd223adce0ccd32852644ce), all as documentation or
doc-comment corrections; no behaviour changes.
Outside-diff finding — ADR-0050:43-46.ManifestLoadMode no longer exists
in source; the ADR now says manifest-query loading selects the ManifestQuery
stdlib registration, preserving the statement about budget-exhaustion metrics.
One sibling the review did not cite.src/manifest/str_loaders.rs:24 used
"recognised" in the same moved module family; it is now "recognized" so the -ize house style holds across the whole changed set rather than at the cited
lines only.
Each cited symbol was re-derived from source: evaluate_manifest at src/manifest/mod.rs:160, from_str_named at src/manifest/budget/adapter.rs:13, from_path_with_policy_and_env at src/manifest/path_loaders.rs:114, and SURFACE at src/stdlib/restricted_helpers/mod.rs:107.
The nine-gate set is being re-run against a76def2a9; results are recorded in
the pull request description once the batch completes.
EP-M5's outcome still named ADR-0060, the serial the plan was written
with, although the record was minted as ADR-0070 after a sweep found
0060 already taken. The outcome is a current-state statement, so it now
names the record that exists, and the scope table follows it.
The remaining ADR-0060 references are dated planning records. The
Decision log entry that records the deviation now says so explicitly,
so a reader cannot mistake them for the shipped serial.

Reconciling the three warning rows in the walkthrough against the current
candidate, 4c1879fb (tree c453d7d6). Two are answered with evidence; one was
a real inconsistency and is fixed.
Developer Documentation — fixed
The EP-M5 outcome named ADR-0060, the serial the plan was written with, while
the record was minted as ADR-0070 after a sweep found 0060 already taken on origin/main. The outcome is a current-state statement, so it now names
ADR-0070, and the scope table follows it. The remaining ADR-0060 references
are dated planning records; the Decision log entry that records the deviation
now says so explicitly, so they cannot be mistaken for the shipped serial.
User-Facing Documentation — justified skip
The repository's own documentation policy puts Rust API surfaces in the
developers' guide, and the guide states it at the top of the section:
The users' guide documents Netsuke's user interface: the
Netsukefile manifest format and the command-line interface. Rust code
examples and the Rust API surfaces below belong here instead.
docs/developers-guide.md §"Unstable Rust API for embedders" already documents ManifestLoadOptions, from_str_with_options, the full and test
constructors, environment injection, with_budget_limits, with_stage_observer, TestSurface::with_env_reader, and TestSurface::with_overlays. The users'
guide documents the manifest format and the CLI; this change moves no flag,
configuration key, or output, so there is nothing there for a user to learn.
Domain Architecture — design-specified, not an implementation defect
The MiniJinja-typed overlay contract is what the approved technical design
specifies, not an accident of the implementation. TD §4.3 states it directly:
OverlayCallable wraps a double's dispatch closure (§7): an Arc<dyn Fn(&OverlayCall<'_, '_>) -> Result<Value, Error> + Send + Sync>.
Each invocation is described by an OverlayCall, which carries the rendering State, the argument slice (keyword arguments appended as one trailing Value, so a forwarded call reproduces the original), and the function the
overlay replaced, when there was one.
The reason is in TD §7: MiniJinja offers no lookup by name, so the only way an
overlay can wrap the helper it displaced is for the loader to hand back the
registered function as a callable value. A framework-neutral wrapper would have
to re-expose that same capability to support forwarding, so it would move the
vendor type rather than remove it.
Changing the public contract is a design decision, not a repair to this
implementation, and it would rework the public exports, the embedder fixture,
the doctest, and the design text. I have not made that change inside an
approved plan. If the maintainer wants the contract revisited, it belongs in a
follow-up ADR that supersedes TD §4.3 and §7; I am happy to draft it.
Note: CodeRabbit is an incremental review system and does not re-review already reviewed commits. This command is applicable only when automatic reviews are paused.
Reconciling the remaining warning row against the current candidate, 4c1879fb (tree c453d7d6). The other two rows were reconciled in the earlier comment;
the Developer Documentation row that comment recorded as fixed now passes.
Observability — design-specified, not an implementation defect
The check is factually right about the behaviour and wrong about the
disposition. StdlibRegistration::records_expansion_and_budget_telemetry is
true for AmbientFull and Full and false for ManifestQuery and Test, and src/manifest/budget/adapter.rs records exhaustion only when that decision is
true. That is the approved design, stated in ADR-0050 Addendum E:
Expansion and budget telemetry describes normal manifest loading: how often foreach/when evaluated, what the resource budget observed, and how a
build-manifest's evaluation behaved. Two derived load modes measure something
else and must not contribute to those counters.
[...] The load's registration therefore decides: StdlibRegistration::records_expansion_and_budget_telemetry is true for AmbientFull and Full and false for ManifestQuery and Test. The loader
passes that decision to the budget adapter and skips the expansion telemetry,
so a query or test load still enforces the resource ceilings but records
nothing under the build's telemetry names.
The check's proposed resolution — "add separate, low-cardinality telemetry for
the Test load mode at the budget and expansion boundaries" — would reverse
that decision. It is a design change, not a repair to this implementation: it
would add a new metric family, its labels, its redaction rules, and its tests,
and it would supersede Addendum E. I have not made that change inside an
approved plan.
The check also cites docs/netsuke-test-framework-technical-design.md:318-320
as evidence that the test runner is a production path. It is a production path,
and it is exactly why the counters are kept separate: a test load's budget
exhaustion is a property of the manifest under test, not of a build, and
blending the two would corrupt the usage evidence Addendum E exists to protect.
The behaviour is covered by src/manifest/tests/test_mode.rs::test_load_emits_no_budget_telemetry_when_exhausted,
which asserts the probe is non-vacuous (the budget really does exhaust) before
asserting that no counter is recorded.
If the maintainer wants test-mode telemetry, it belongs in a follow-up ADR that
supersedes Addendum E; I am happy to draft it.

The latest completed review round is clean. Your review of 4c1879fb (the
delta 3146c33ed..4c1879fb) filed no new inline findings, and the summary
comment names 4c1879fb as the last reviewed commit.
Earlier substantive findings: the seven inline threads from the 3146c33ed
review are all resolved and outdated, and the eight documentation findings from
the a76def2a9 review were answered in a76def2a9 itself. The CHANGES_REQUESTED
review decision still on the PR is anchored to 3146c33ed, not to the current
head.
Pre-merge checks: 12 passed, 3 warnings, all three reconciled with evidence.
User-Facing Documentation — justified skip. The repository's own policy
puts Rust API surfaces in the developers' guide, which states it at the top of
the section: "The users' guide documents Netsuke's user interface: the
Netsukefile manifest format and the command-line interface. Rust code examples
and the Rust API surfaces below belong here instead." The guide already
documents ManifestLoadOptions, from_str_with_options, the full and test constructors, environment injection, with_budget_limits, with_stage_observer, TestSurface::with_env_reader, and TestSurface::with_overlays. This change moves no flag, configuration key, or
output.
Domain Architecture — design-specified. The MiniJinja-typed overlay
contract is what the approved technical design specifies (TD §4.3), because
MiniJinja offers no lookup by name and the only way an overlay can wrap the
helper it displaced is for the loader to hand back the registered function as
a callable value (TD §7). A framework-neutral wrapper would have to re-expose
that same capability, moving the vendor type rather than removing it.
Observability — design-specified. ADR-0050 Addendum E decides that records_expansion_and_budget_telemetry is false for ManifestQuery and Test, so a test load enforces the ceilings but records nothing under the
build's telemetry names. The proposed resolution would reverse that decision
and belongs in a follow-up ADR.
CI: every check-run on 4c1879fb is green, including build-test, kani-smoke, netsukefile, release / metadata, the Windows jobs, and CodeScene Code Health Review (main). The only non-success conclusions are
expected skips (automerge, publish-release, windows-native-recipe-smoke, Sourcery review). The first kani-smoke attempt hit the known 600 s
cold-cache cap on every_patched_tree_compiles_under_denied_warnings with zero
compiler diagnostics; one bounded gh run rerun --failed cleared it.
Rebase/stack state: the base is origin/main at e5d57c58, the branch is not
behind it, and mergeStateStatus is CLEAN.

a76def2a9(tree65086bbf71a4e3e900a39181b22a79553da4505c) with a clean tree, after the fourrepairs described below. All nine exited 0:

compile-slot pool behind other repositories' builds; the pool was healthy
throughout and nothing was bypassed. One compile reported the managed sccache

A fifth commit,
4c1879fb(treec453d7d62cf539754a55e174459f5b7d18b7a5a5), followed. Its delta is Markdownonly, but a plan edit is read by
tests/execplan_status_contract_tests.rsattest time, so it owes the full seven-gate set rather than the Markdown-only
shortcut. All seven exited 0:

Five repairs separate the batches above from the one recorded against
f31ee3907. The first four are covered by the nine-gate batch; the fifth bythe seven-gate batch:
c3b261777answers four hosted CodeScene findings: the string loaders movedout of
src/manifest/mod.rsintosrc/manifest/str_loaders.rs, twoduplicate overlay-namespace tests became one parameterized case, and the
case-capability fixture and wrapper-equivalence rows were restructured to
lower argument and complexity counts.
5c13d554brestores the Kani proof scope. Hosted CI failedtests/workflow_contracts/kani_proof_scope_test.pyonc3b261777: moving theloaders made
src/manifest/str_loaders.rsreachable fromevaluate_when_expression, andtools/kani/proof-scope.tomldid not list it.The path now sits in sorted position beside
src/manifest/render/mod.rs, andthe contract passes (7 passed).
3146c33edanswers the hosted ExecPlan assessment. The OBL-3 registrationscan lost the helper kind, so a filter sharing a name with an inventoried
function (
add_filter("now", …)) passed the inventory check without adisposition; it now carries the kind implied by the registration marker and
both directions compare
(kind, name), with a regression test pinning thecounterexample. The assessment's C12 check is answered by
git diff --exit-code 847c19cc HEAD -- tests/snapshots/manifest_load_options,which is clean, and the scope-trigger reconciliation is recorded in the
plan's
Decision log.a76def2a9answers the hosted formal review's eight documentation findings.Every citation was re-derived from source: the technical design now names
evaluate_manifest(src/manifest/mod.rs:160) and the telemetry-adaptingfrom_str_named(src/manifest/budget/adapter.rs:13), citesfrom_path_with_policy_and_envatsrc/manifest/path_loaders.rs:114, andpoints both
SURFACEreferences atsrc/stdlib/restricted_helpers/mod.rs:107. ADR-0050 no longer names theremoved
ManifestLoadMode. Two comments that justified a move by claimingStdlibConfigwas not cloneable now state the real reason, since it derivesClone. The loader-options module comment no longer calls the overlay grantforthcoming. Four
-isespellings became-ize, including one sibling thereview did not cite.
4c1879fbanswers the hosted pre-merge check that found the ExecPlan's EP-M5outcome still naming ADR-0060. The scope table and the outcome are
current-state statements, so both now name ADR-0070, the record that exists;
the
Decision logentry that records the deviation now says the remainingADR-0060references are historical planning records of the serial as itstood when written.
The branch was rebased onto
origin/main(e5d57c58) before an earlier batch, which is what cleared the pull request's
CONFLICTINGstate.origin/mainisstill at that commit, so the batches above cover the exact published tree.
Methods deliberately not used
the table enumerates exhaustively; there is no arithmetic,
unsafe, orbounded state machine for a model checker to strengthen.
Fidelity is a property of MiniJinja rendering, a third-party interface treated
as an axiom; proving it would require modelling MiniJinja.
