User ruling (31 October): Dependabot should bump the toolchain file in nightly-pinned Rust applications, as it already does elsewhere.
polean pins nightly-2026-08-27 in rust-toolchain.toml but .github/dependabot.yml had no rust-toolchain entry, so the pin never moved. This adds one in the estate's shape: directory /, daily, the single minor-and-patch catch-all group, a limit of five, and the dependencies and rust-toolchain labels. No cooldown is set: Dependabot's toolchain fetcher publishes no release date, so a cooldown would delay nothing. The entry is validated against the Dependabot 2.0 schema, and the existing entries are unchanged. The developers guide gains a "Toolchain updates" section.
The repository pins its toolchain in rust-toolchain.toml, but Dependabot had no rust-toolchain entry, so the pin never moved. Add one that follows the estate policy: daily, a seven-day cooldown, a single catch-all group for minor and patch updates and the dependencies and rust-toolchain labels.

Description check
The description directly explains the added rust-toolchain Dependabot configuration and its purpose. It matches the reported changeset.
Full details: Title check
Explanation
The title "Add rust-toolchain Dependabot coverage" matches the main change, which adds a rust-toolchain entry to .github/dependabot.yml. The title does not reference a roadmap item or issue number. The requirements only call for those references when the PR references them. The PR description cites DF12-89, which is a ticket key rather than a roadmap item or GitHub issue number, so the number requirement does not apply. No execplan is involved.
Full details: Testing (Overall)
Explanation
Pass the testing check. The pull request changes only .github/dependabot.yml and adds configuration for the third-party Dependabot service. It does not add repository code or local behavioural logic. The check explicitly does not require tests to verify that a third-party tool works as advertised.
Full details: User-Facing Documentation
Explanation
Treat this check as passed. The pull request changes only .github/dependabot.yml and adds maintenance automation for Dependabot to update the pinned Rust toolchain. It does not add or change functionality for end users or API consumers, so no update to docs/users-guide.md is required.
Full details: Module-Level Documentation
Explanation
The pull request changes only .github/dependabot.yml. It adds a Dependabot configuration entry and a YAML comment, not a software module. The module-level documentation requirement is therefore not applicable.
Full details: Testing (Property / Proof)
Explanation
PASS: The pull request changes only .github/dependabot.yml by adding a declarative rust-toolchain update entry. It introduces no executable logic, lemma, proof assumption, or invariant over a range of inputs, states, orderings, or transitions. A property test or exhaustive proof is therefore not applicable.
Full details: Testing (Compile-Time / Ui)
Explanation
PASS: The pull request changes only .github/dependabot.yml and adds declarative Dependabot configuration. It introduces no Rust or TypeScript compile-time behaviour, structured runtime output, or UI-adjacent output. Trybuild-style tests and snapshot tests are therefore not applicable.
Full details: Unit Architecture
Explanation
PASS — The pull request changes only .github/dependabot.yml. It adds declarative Dependabot configuration and does not add or change query paths, command paths, fallible APIs, dependencies, state mutation, or tests. The Unit Architecture criteria are therefore not applicable.
Full details: Domain Architecture
Explanation
Pass the Domain Architecture check. The pull request changes only .github/dependabot.yml and adds declarative Dependabot configuration. It does not change domain logic, commands, repositories, adapters, transport code, persistence code, or infrastructure implementations.
Full details: Observability
Explanation
PASS — The change adds a Dependabot configuration entry for rust-toolchain only. It does not change production runtime behaviour or add a service, process, queue, or storage path. Dependabot activity is observable through its generated pull requests, labels, schedule, and update limit. No new logging, metrics, tracing, or alerting is required by this check.
Full details: Testing (Unit And Behavioural)
Explanation
The change affects an externally observable Dependabot workflow, but the pull request adds no unit, behavioural, or end-to-end test. The diff changes only .github/dependabot.yml. Existing CI does not validate Dependabot configuration. The description claims schema validation, but it provides no committed test or CI step as evidence.
Resolution
Add a CI test for .github/dependabot.yml that uses a supported Dependabot configuration validation or dry-run path. Assert that the rust-toolchain update entry is recognised with its directory, schedule, group, limit, labels, and cooldown, and include malformed or missing-entry cases. Run the test on pull requests.
Full details: Developer Documentation
Explanation
The pull request adds new Dependabot tooling for the rust-toolchain ecosystem, but it changes only .github/dependabot.yml. docs/developers-guide.md documents the Rust toolchain and manual pin changes, but it does not document Dependabot coverage or its update policy. This fails the requirement to document changed tooling in the developer guide.
Resolution
Update docs/developers-guide.md with a Dependabot section. Document the rust-toolchain ecosystem entry, its / directory, daily schedule, seven-day cooldown, minor-and-patch group, pull-request limit, labels, and its role in updating rust-toolchain.toml. Record any related policy decision in the relevant design document or ADR only if the change introduces an architectural decision.
Daily updates take their place Minor and patch changes group Five pull requests wait in line Two labels mark the toolchain Seven days set the cooldown Dependabot checks again

@coderabbitai This adds the missing rust-toolchain entry to .github/dependabot.yml (the file pins nightly-2026-08-27) in the estate's shape: directory /, daily, seven-day cooldown, the minor-and-patch catch-all group, limit 5 and the dependencies and rust-toolchain labels. It is the only file touched, the existing entries are unchanged, and the result validates against the Dependabot 2.0 schema. CI is green at this head. Does anything block the merge?
@wafflecat-df12 Yes—keep the merge on hold until the cooldown concern is addressed.
Cooldown:.github/dependabot.yml, Line 42, does not establish a seven-day delay. The current upstream Rust toolchain fetcher creates releases without released_at. The shared cooldown code permits updates when that date is missing. Use a mechanism that enforces the delay, or document and accept an explicit policy exception.
Grouping: Verify that a dated nightly update matches the minor-and-patch group. Schema validation does not prove that behaviour. The existing review requires a Dependabot dry-run; that verification remains incomplete.
Documentation: Update docs/developers-guide.md with the update policy and any cooldown exception. The saved developer-documentation warning remains applicable.
At head 8bd166b, both GitHub Actions checks pass. GitHub reports MERGEABLE and CLEAN, but the review decision remains CHANGES_REQUESTED, with two unresolved CodeRabbit threads.
Reassess the saved blocking testing check separately. Its demand for a new third-party behavioural test conflicts with the saved overall testing assessment. Do not treat that contradiction as a confirmed code defect or as a cleared gate.
Dependabot's toolchain fetcher publishes no release date, so a cooldown on the rust-toolchain entry delays nothing and would mislead; the entry now matches the estate's conforming repositories. The developers guide records who owns toolchain updates and how a bump arrives.
@coderabbitai Following your last reply on this pull request: the cooldown is removed from the new rust-toolchain entry (Dependabot's toolchain fetcher publishes no release date, so it delayed nothing), docs/developers-guide.md now has a "Toolchain updates" section covering ownership, the daily schedule, grouping and the absent cooldown, and CI is green at this head. The minor-and-patch group stays: Dependabot raises toolchain pull requests under it in the estate (for example leynos/tei-rapporteur#209). Missing repository labels are a settings step shared with this repository's existing entries and have been raised with the lead. Does anything block the merge?
@pandalump No remaining code blocker is evident at head 6c21bf2. The review state still needs attention before merge.
Cooldown: Verified its removal from .github/dependabot.yml. The developer guide documents the limitation.
Grouping: Keep minor-and-patch. The cited Dependabot pull request confirms that dated nightly updates can enter this group. My earlier demand to remove the filter or require a dry-run was unnecessary.
Documentation: The new “Toolchain updates” section addresses the documentation concern.
CI: Both rust-and-docs and design-check pass. GitHub reports MERGEABLE and CLEAN.
Threads: Both CodeRabbit review threads are already resolved.
Refresh the review before merging. GitHub still reports CHANGES_REQUESTED, and the saved blocking testing assessment has not been reassessed. Do not treat that saved assessment as a confirmed code defect: this change adds declarative third-party configuration, not local behavioural logic.
Request a fresh CodeRabbit review to reassess that gate and update the review decision. This reply does not change approval status.
Keep label creation with the lead as a repository-settings task. It does not establish a code blocker for this PR.

Part of DF12-89
User ruling (31 October): Dependabot should bump the toolchain file in nightly-pinned Rust applications, as it already does elsewhere.
polean pins
nightly-2026-08-27inrust-toolchain.tomlbut.github/dependabot.ymlhad norust-toolchainentry, so the pin never moved. This adds one in the estate's shape: directory/, daily, the singleminor-and-patchcatch-all group, a limit of five, and thedependenciesandrust-toolchainlabels. No cooldown is set: Dependabot's toolchain fetcher publishes no release date, so a cooldown would delay nothing. The entry is validated against the Dependabot 2.0 schema, and the existing entries are unchanged. The developers guide gains a "Toolchain updates" section.
