- Line 300: Define a TypedDict manifest-step contract containing name, run, if,
env, and id, then use it for the steps parameter and the run_lifecycle,
run_step, and ActionContext boundaries. Update related annotations to propagate
this contract and remove the typ.cast workaround around step["name"], relying on
the validated name type instead.

install-whitaker carried its own copy of the harness that drives an action's Bash fragments in tests. The copy invoked each fragment with `bash -c`, which is not how a runner invokes one: a runner writes the fragment to a file and runs the file. Bash 3.2, which macOS runners ship, replaces itself with the last command of a `bash -c` string when that command is external, discarding any `ERR` trap along with the shell, so a fragment reporting its failure from a trap is measured differently there than it behaves on a runner. That mattered here, because this action reports seven failure metrics and their annotations from `ERR` traps, and several tests assert them. Those assertions were sound: no whitaker fragment ends in a bare external command, so the optimization never applied. Nothing kept it that way, which is the whole of the defect. The copy is gone and its six importers now use `composite_fragments`, which runs each fragment from a file and carries two tests for exactly this: one asserting a fragment's `$0` names a file, one asserting a fragment's `ERR` trap fires when its last command fails. The action itself is untouched. `run_lifecycle` returns to the shared module, which had dropped it as unused. It comes back condition-aware: a step whose `if:` does not select it is skipped, and a failure marks the run failed rather than ending the walk. Because a condition without a status function carries an implicit `success()`, a plain sequence still stops at its first failure, so every existing whitaker test sees what it saw before. Only a step that asked for `failure()` now runs after one. The Windows-path module keeps the note the old harness docstring carried, that these run from POSIX hosts and the real Windows behaviour belongs to the workflow. Closes #449.
It was private to install-mdtablefix's scenario harness until this branch exposed it again for install-whitaker, and it kept the prose-only docstring that suited a private helper. The repository asks public functions for comprehensive NumPy-style documentation. It now has Parameters, Returns, and a worked example. The parameters section says the part a caller cannot see from the signature: the context is mutated as the walk proceeds, and `succeeded` is what the remaining conditions read. The example shows the behaviour that is easy to get wrong, a failing step followed by an ordinary step that is skipped and a `failure()` step that is not. Its output is what the function actually returns; I ran it.
A manifest step crossed the harness boundary as `dict[str, object]`, which says only that the keys are strings, and cost a cast for every read of a value. `CompositeStep` is a `TypedDict` naming what a manifest may declare: `name`, and optionally `run`, `if`, `env`, `id`, `shell`, `uses` and `with`. It needs the functional form, since `if` is a keyword. `run_lifecycle`, `run_step` and the three `ActionContext` methods take it, and the `typ.cast` around `step["name"]` is gone, along with two isinstance guards that the type now makes unreachable. A manifest is untyped YAML, so the cast has to happen somewhere. It now happens once per action, in the test helper that parses the file, which is where an unknown becomes a known. Everything downstream reads a contract.

What
Folds
install-whitaker's private fragment harness onto the sharedcomposite_fragmentsmodule and deletes the duplicate. Closes #449.Net 275 deletions against 86 insertions, most of it the removed copy.
Why
A runner writes a composite
run:fragment to a file and executes that file.install-whitaker's copy passed the same text tobash -c(
_fragment_runner.py:210). Those are not the same shell invocation. Bash 3.2,which macOS runners ship, replaces itself with the last command of a
bash -cstring when that command is external, discarding any
ERRtrap along with theshell; Bash 5 suppresses that optimization when a trap is set.
Measured on
macos-15andubuntu-latestwhile #443 was being written, acrosssix cases differing only in what fails, where, and how the script is invoked:
bash -c, builtin lastbash -c, external lastbash -c, external then no-opThis action reports seven failure metrics and their
::errorannotations fromERRtraps, and several tests assert them.No assertion was wrong. No
install-whitakerfragment ends in a bareexternal command; their last commands are builtins, function calls, or
redirections, none of which the optimization applies to. The defect is that
nothing kept it that way: a fragment growing an external command at its end
would, on the macOS leg of
python-tests, report a failure with no annotationand no metric, and the test asserting that metric would fail for a reason with
nothing to do with the action. That is not hypothetical; it happened during
#443 and cost a wrong diagnosis and a retracted claim.
What changed
_fragment_runner.pyis deleted. Its six importers now usecomposite_fragments, which writes each fragment to a file and runs thefile, and which carries two regression tests for this: one asserting a
fragment's
$0names a file, one asserting a fragment'sERRtrap fireswhen its last command fails.
run_lifecyclereturns to the shared module, which had dropped it as unusedwhen
install-mdtablefixwas the only consumer. It comes backcondition-aware: a step whose
if:does not select it is skipped, and afailure marks the run failed rather than ending the walk. Since a condition
without a status function carries an implicit
success(), a plain sequenceof steps still stops at its first failure, so every existing
install-whitakertest observes exactly what it observed before. Only a stepthat asked for
failure()runs after one.these run from POSIX hosts, the Windows runner pair is driven through the
platform matrix, and real Windows behaviour belongs to the
Test install-whitakerworkflow.The action is untouched. No
action.ymlchange, no change to itsERRtraps, which work correctly on a runner. This is a change to how the action is
tested.

Use the shared composite fragment harness for install-whitaker tests so fragment execution matches GitHub Actions runner behavior.
