This PR upgrades MLflow to 3.11.1 and pyOpenSSL to 26.0.0, resolving 15 security alerts. MLflow 3.x compatibility has been verified with core tests. 3 remaining alerts (Starlette, DiskCache) are currently blocked by upstream dependency MLserver.
