docs: close axis1 bug-fix delivery record

Summary

Archive the completed axis1 planning unit and record the four delivered bug/support PRs, exact combined CI/tree proof, contributor attribution and scoped deferrals. Runtime changes landed in #3825, #3826, #3827 and #3842; #3836 separately repaired the imported delivery-note privacy finding.

Verification

• Documentation-only diff; no runtime, test, dependency or workflow changes.
• Privacy scan and git diff --cached --check passed with the new record staged.
• Runtime integration 5fdf9bb has tree90a75118402d2f310393bef9ac3e4668cfcbdcfa, identical to candidate9470fdb1: Cross-platform CI34074350604 passed26 jobs and Service34074351720 passed3 platform jobs.
• Fresh fetch and ancestor checks confirmed all four merges. Current review threads are resolved.
• No local application test suite/typecheck ran. Owner explicitly authorized admin merge and no-verify delivery; this closeout adds no application checks.
