Please increase the time out for CI jobs to give the matrix job a change to be allocated.
I set it to 24 hours (1d) for Umpire.
Another way to improve things is to use a service account and grant it access to a bank with higher priority on matrix.

I think we might have a service account, but I don't think it has a bank. If I can get access to a bank, would you know how to update our CI to use it?

If you can get access to a bank (other than guests) on matrix, the best is to define it as the default one.
But otherwise, yes, we can easily set the CI to use it in the alloc options (.gitlab/custom-variables.yml).

Per LivChat: For a user default, ask the LC systems team or your project admin to update your default account/project association
