Files ISSUE-LOCAL-01M58XFAG4MQTXXM53P6B60WSE: the windows-msvc lanes now proceed past the #3479 compile repairs and die at test_openai_api_server.exe (0xC0000409 fail-fast at startup, before doctest enumeration). Pre-existing, masked behind the compile errors; none of the open PRs touch the server. Investigation is deferred — the team's focus is P150/Kolibri-1 — and this issue owns the deferral with the first probes written down. Record-only change: one issue file.
