docs: record merged HTML guide delivery

Summary

• synchronize the implementation plan with the merged delivery state
• record the master merge SHA, CI run IDs, Issue Add self-contained HTML guides and correct Silverado identity labels #96, and Project Build deterministic fake source and payment adapters #8 status
• preserve the single post-restart local Silverado acceptance item

Verification

• Documentation-only follow-up to merged PR feat: add self-contained HTML repair guides #97
• No application behavior changes
