gstreamer libs : broken mpeg1 codec

It seems the current gstreamer libs, if my understanding is correct, are from proton ge 8-24 build and doesn't include this fix yet : https://github.com/GloriousEggroll/proton-ge-custom/pull/103

This causes mpeg1 videos to still be broken on current wine ge 8-25 release.
