New script hadcrut5_animate.py creates a matplotlib.animation revealing the selected regions year by year, mirroring hadcrut5_plot.py's CLI conventions (-g/-n/-s/-p/-v). With --outfile it encodes the animation to MP4 via ffmpeg's FFMpegWriter; without it, the animation is displayed interactively.

New script hadcrut5_animate.py creates a matplotlib.animation
revealing the selected regions year by year, mirroring
hadcrut5_plot.py's CLI conventions (-g/-n/-s/-p/-v). With --outfile
it encodes the animation to MP4 via ffmpeg's FFMpegWriter; without
it, the animation is displayed interactively.

Document it in the README with its own section (like the other
scripts) and embed the generated MP4 via a raw <video> tag, which
GitHub's Markdown renderer allowlists for inline playback. Also wire
it into plots.sh so the animation gets regenerated alongside the
other plots.
