- change stored_memory to active_memory pipeline
- add deterministic active_memory status/defaulting and duplicate collapse
- attach runtime metadata and hide it from L1 payloads
- improve runtime hover formatting for memory suffixes
- strengthen pending active_memory priority in brain rules
- remove open_contract and countdown_contract entities
- rephrase key rules for L1
