feat: support Windows/Super and modifier-only hotkeys

Summary

• support Windows/Super/Meta as a configurable hotkey modifier
• allow hotkeys containing two or more modifiers without a non-modifier key
• handle modifier suppression and release ordering without triggering unintended OS actions
• preserve deferred hotkey changes while a recording is active
• update the hotkey recorder and validation coverage

• pnpm check

• cargo fmt --check
• cargo clippy --all-targets -- -D warnings
• cargo test
• manually verified a Windows-key hotkey in a release build
