fix: install required CUDA and cuDNN runtime dependencies

Summary

• detect and reuse a complete CUDA 11/cuDNN 8 runtime available through PATH
• otherwise download pinned cuBLAS, cuFFT, and cuDNN archives from NVIDIA
• show NVIDIA license dialog if NVIDIA files need to be downloaded
• verify archive sizes and SHA-256 hashes and extract only required runtime DLLs
• preserve resumable downloads and remove archives after successful installation
• document the redistributed components and suppress known non-error sidecar status lines

• cargo fmt --check
• cargo clippy --all-targets -- -D warnings
• cargo test
• manually verified uninstall/reinstall, PATH reuse, license flow, and CUDA Parakeet transcription on Windows
