ci: build the MSIX bundle on PRs; cancel only superseded PR runs - #11

…runs - New bundle-build job mirrors the release build (restore, --no-restore, AppxPackageSigningEnabled=false) so publish-profile and runtime-pack failures like NETSDK1094 surface before a tag - cancel-in-progress now applies to pull_request only, so back-to-back merges to master each keep a real result instead of cancelling

Summary
bundle-buildjob toci.ymlthat runs the same unsigned bundle build asrelease-msix.yml(restore,--no-restore,AppxPackageSigningEnabled=false) and checks a.msixbundleis produced. This would have caught thewin-arm64.pubxml/NETSDK1094failure before the tag build.cancel-in-progressnow applies topull_requestonly. Back-to-back merges tomasterpreviously cancelled the earlier push run (e.g. run 38841916254); they now each finish.Verification
