Summary

• Add an opt-in store-publish job to release-msix.yml: on a v* tag it downloads the signed bundle, runs msstore publish, then msstore submission poll. Gated by repo variable STORE_PUBLISH=true and the microsoft-store environment.
• Vendor the msstore-cli skill (skills-lock.json).
• Document the Store setup, gotchas and winget status in docs/PUBLISHING.md and CLAUDE.md.

Testing

• actionlint passes.
• Locally verified msstore reconfigure, apps get, submission get/status, and msstore publish <file>.msixbundle -id 9NVSJZ72LTZ3 --noCommit (uploads, no commit).
• Not yet run in CI: needs a version-bumped v* tag.

Notes

• The vendored msstore-cli/SKILL.md trips the trailing-whitespace hook; it is kept as installed (hook skipped) so the lock hash stays valid.
• The API cannot modify drafts created in the Partner Center web UI; delete those before the first CI publish.
