What it does

• builds and publishes a self-contained Windows x64 CompactGUI.exe on pull requests, pushes to master, and manual runs
• uploads CompactGUI.exe, CompactGUI-win-x64.zip, and SHA256SUMS.txt as workflow artifacts
• creates a GitHub release when a v* tag is pushed
• also supports manually creating a release by supplying a release_tag in Run workflow
• automatically marks hyphenated tags (for example, beta/fork builds) as prereleases
• updates existing release assets with --clobber instead of failing

Release examples

• Build only: run the workflow manually and leave release_tag empty
• Manual prerelease: run with release_tag set to v4.0.0-beta.7-marc.1
• Tag release: push a tag such as v4.0.0-beta.7-marc.1

The release contains both the standalone executable and a ZIP containing the executable, GPL license, and build metadata.

Validation

The pull-request run completed successfully: restore, self-contained publish, packaging, and artifact upload all passed. It produced the CompactGUI-win-x64 artifact containing the executable, ZIP, and checksums.
