workflow-runners drops the marola-sea-publish.yml exemption - #172

marola-ml removed marola-sea-publish.yml and nothing is self-hosted now, so the exemption only let a new file of that name reach the runner. No workflow may name self-hosted or an expression in runs-on/runner; the PR-trigger rule that guarded the exempt file goes with it. The runners page, the tools table and the README say so. Closes #168 Tested: workflow_runners.py --self-test red (sea-publish case) then green; devkit-quality.sh rc=0 Co-Authored-By: Claude <noreply@anthropic.com>

The AC grep for
marola-sea-publishstill prints two lines, both in the self-test (scripts/workflow_runners.py:139-140): the named test needs a file with that name to prove no file is exempt. Nothing indocs/orREADME.mdnames it.
