chg: generate app.yaml env_variables from application.properties

Secrets are now declared only in application.properties (its ${UPPER_SNAKE}
placeholders). scripts/generate-appengine-env.sh generates the app.yaml
env_variables block from them at deploy time and fails fast if any env var
is unset. Adding a secret no longer touches the workflow file.
