pele/mcpele/PyCG_DESCENT aren't on PyPI, so as build requirements they made a plain pip install fail (No matching distribution found for pele). setup.py now finds the installed dependencies without importing them, falling back to the environment's site-packages (which pip's build isolation hides from sys.path), and passes that dir to Cython for the .pxd cimports. They're dropped from [build-system] requires.

README install is now pele's recipe (unpinned conda env, then pip install git+…pele and pip install git+…mcpele), and CI runs exactly those commands on Ubuntu (system compilers) and macOS (conda compilers).

…DME like pele's

setup.py finds the installed dependencies (not on PyPI) in the environment's
site-packages, so they no longer need to be build requirements.
