Purpose

Make the proven configured-static RCB activation sequence reusable by both canonical live-discovery models and opened SCL models without duplicating wire behavior.

Scope

  • adds StartConfiguredStaticReportMonitorAsync as the source-neutral entry point;
  • keeps StartStaticSclReportMonitorAsync as a backward-compatible wrapper;
  • preserves the existing minimal static activation sequence and fail-closed behavior;
  • adds an API regression test.

No discovery algorithm, DataSet decoding, dynamic DataSet behavior, or polling policy is changed.

Coordination note: the source-neutral StartConfiguredStaticReportMonitorAsync concept from this PR has now been carried forward onto current main in #145 / issue #144, together with the type-safe RCB mutation work. I am not changing this branch further so parallel history stays intact and we avoid two competing implementations of the same activation API.
