Temporary integration CI lane for issue #144.

This PR intentionally combines the current green P0-P2/canonical base (#145), the configured-static JIT activation proof/performance slice (#146), and the targeted RCB hot-path slice (#147) on one exact branch so the normal main-targeting workflow can compile and run the complete test suite.

Do not merge this PR. It exists only to validate the combined exact head without retargeting or racing the ownership of the stacked feature PRs.

Included invariants:

  • Discovery/Open-SCL canonical convergence remains unchanged;
  • receiver registration before RptEna mutation;
  • minimal structure-first JIT RCB state probe;
  • one exact post-enable readback, no unconditional duplicate read;
  • no traffic-before-reporting dependency;
  • exact-target RCB availability instead of broad inventory scan when targets are supplied;
  • association-scoped cache only for successful non-deletable DataSet directories;
  • no volatile RptEna/Owner/Resv/ResvTms caching;
  • no vendor branching, fixed sleeps, blind type retries, or target broadening.

Latest exact-head gate

Previous combined integration head c0609d5c3f5711bff1a604aefc6f514f17fa502c passed .NET CI #747 end-to-end. The integration lane has now advanced to 71a8a5252361b77ee0bb3c3d5b4f8046998d9a84 with P5 event-driven InformationReport wake; .NET CI #750 is running for this exact head.

The exact head includes:

  • asynchronous ArmedAwaitingTraffic -> TrafficProven state (InformationReport is post-activation proof, never a prerequisite to enable reporting);
  • one exact post-enable JIT readback instead of unconditional duplicate reads;
  • structure TypeSpecification prewarm for multiple scalar RCB writes;
  • exact-target RCB availability;
  • association-scoped non-deletable DataSet directory evidence;
  • source-correct SCL workspace canonical ingress;
  • canonical-static-coverage -> exact-live-RCB target resolution with no indexed-name fabrication;
  • event-driven persistent-report wake on the canonical InformationReport queue, removing the normal 25 ms application polling loop while preserving deadline-bounded residual polling.

PR #148 remains CI-only and must not be merged.

P6 source-aware acquisition contract

Integration head 51fa7092e83472a125aae9a29f033d31f59e6281 now also carries PR #150:

  • report inventories carry their own authority;
  • live MMS discovery stamps LiveMmsObserved at the engine boundary;
  • SCL/design and canonical-model projections cannot authorize operational RCB targets;
  • canonical static coverage -> exact live target -> targeted availability is engine-owned;
  • canonical structural RCB projection preserves exact configured identity without fabricating indexed instances or live state;
  • unresolved segments do not trigger broad scan or sibling guesses;
  • target-budget overflow performs zero partial network work.

.NET CI #758 PASS end-to-end for this exact integration head: source/provenance gate, restore, Release build, complete tests, package, artifact upload and diagnostics. CI #754 previously caught a test-only enum-name typo (Scl vs SclDeclared); the typo was corrected without changing runtime behavior before the green exact-head run.
