Temporary CI-only validation lane for issue #144.

This branch is based on the last green P0-P6 integration stack and adds only PR #151 / P6.1 targeted live RCB reconciliation.

Do not merge this PR.

Validation target:

  • no full discovery fallback;
  • only selected static-coverage MMS domains are enumerated;
  • only required BRCB/URCB classes are enriched;
  • domain and candidate budgets fail closed without arbitrary truncation;
  • structural SCL/canonical evidence remains non-operational until live MMS evidence is observed;
  • exact live inventory then flows into the existing P6 exact-target acquisition preflight.
