Follow-up to draft #580 at exact verified parent SHA. Correct the old independent-vector regression expectations for IEC 61850-7-3 Vector.ang unit
°on exact cVal.ang.f; this is a necessary intentional behavior change, not fabricated zero or scalar angle. Preserve the production renderer and parent branch unchanged. Previous #580 application suite: 1,997 passed, 5 failed; four unrelated WPF STA timeout failures were also reported under parallel runner load and must be independently diagnosed rather than silently skipped or disabled. Run exact-SHA Windows build and regression; don't claim green yet. No engine pin, SSOT, transport, UI, or stable change.
