Exact visible order: IED Browser → Device Explorer → Event Logs → Annunciator → GOOSE Sniff → SMV → Signal Testing → Diagnostics.

The redundant top-level Live Monitor button is removed. The old live WPF visual is retained only as a collapsed, inaccessible internal legacy workspace to avoid breaking existing bound control fields; all device-level Live Monitor, report ingress, and SOE continue to work.

Optimized implementation

• New single EngineeringNavigationRoute mapping for visible button index ↔ existing internal MainTabs indices. No renumber of active GOOSE (4), FAT (6), Diagnostics (5), IED Browser (7), Events (2), or Device Explorer (0). SMV is added at index 8.
• All navigation consumers (MainWindow, responsive pill, SAS ballistic buttons, P2 glyph decorator) use the same ordered mapping. Keyboard TabIndex follows the visible positions.
• SMV tab reuses existing SmvViewerWindow and SmvSnapshotCaptureService; selecting SMV with an IED launches the actual viewer and keeps existing active snapshot when possible. No competing packet decoder or background poller.
• Reuse the existing asset-based icon stack and eight-cell compact geometry. Diagnostics alert stays intact.
• Add route bijection, WPF XAML order, preserved internal Live Monitor, and SMV workflow regression. Update original UI layout regressions to the new user-approved contract.

Safety

Stacked on #588. No main, ARIEC pin, transport, RCB, SG, FileDirectory, Report or control-write changes. Exact-SHA CI + Windows build must pass; field UI acceptance remains pending. Do not merge before explicit operator approval.

Completed SMV/tab ancestor checkpoint closure. Source commit of this earlier M2.14 tab work is an exact ancestor of operator-approved SMV final source 4b2b62f882a81988a39a2f82d1ac8ff67592be02 (GitHub compare: 0 commits behind). Consolidated integration #725 merged to isolated checkpoint branch at bcf0ceb92a4dc6081d725ce0bd0c8f60bc102cc4; documented in HANDOFF_ARSAS_SMV_TAB_ACCEPTED_CHECKPOINT_2026-10-24.md.

Closing this ancestral component PR as superseded (not independently merged into main). Keep the branch and its original evidence; this does not change separate Device Explorer/Control/Write/SSOT work. The passive SMV capture rule (tab navigation must never start Npcap; explicit capture only) remains a required regression invariant.
