Ephemeral one-file Markdown-only test of #757's actual GitHub Actions path classifier. Confirm pr-scope says Windows required=false, the Windows job is skipped, no sealed artifacts exist; then close this PR unmerged. Do not merge or treat skip as binary qualification. This test is intentionally isolated from protected integrated RC/main and should cost no Windows runner minutes if the gating works.
