Workbench and IED Browser: reconcile historical PRs against current main, retain feature acceptance #308

Purpose

Archive obsolete, diverged pull-request implementations without losing engineering requirements or misrepresenting untested capabilities as included in the M3.H Stable Process Bus Simulator. The merged, validated M3.H SV/PTP baseline and its release assets must remain unchanged. This tracker covers a separate Workbench/IED Browser/IED Simulator roadmap, not the already accepted M3.H SV publisher release.

Observed PR state (2026-10-24)

Each listed PR was still open against a very old base and had unique commits not in current main. Direction is main...PR head (ahead of main / behind main) at the reconciliation check, not an integration-ready patch size. Do not merge entire old stacks or assume their candidate tests certify current main.

Engineering migration gate

• For every historical feature, compare current main at the function/UI level and record already implemented / obsolete / still missing; do not infer completion merely because a PR was closed.
• Implement only missing behavior in small, fresh main-based PRs, with code review and no duplicated SCL authority, shadow MMS model, or guessed report member names.
• Preserve existing canonical DataSet, RCB, FCDA ordering/identity and fail-closed unknown/mismatch behavior.
• For Browser and Reports, require deterministic model/report tests, Windows/Linux Qt build, visible screenshot/interaction evidence where relevant, and real MMS session evidence for claims beyond offline QA.
• For IED Simulator, require golden File, Control, Reporting and independent interoperability tests on exact source SHA. Physical multi-IED field acceptance remains #124, not a claim of M3.H's internal bench release.
• Reconcile focused tickets P0 Workbench Reports: verified SCL/MMS DO→DA hierarchy and semantic process values #226, Milestone R1 — Open SCL and Discovery converge into verified static reporting #129, Milestone R0 — Restore usable IEC 61850 Browser before UX expansion #128, IEC 61850 server golden parity: canonical hierarchy, semantic defaults, indexed RCB instances #95, IEC 61850 file-service golden parity: Directory/Open/Read/Close/Delete #96 and Field acceptance: P6 multi-IED, static reporting and passive MMS capture #124 only as acceptance evidence arrives. Do not close open feature issues as completed from historical PR cleanup.
• Do not alter shipped M3.H firmware Build ID a922e9bdba4e57a4 or overwrite any of the five pinned Stable release assets.

Separation of product tracks

• Release/main parity of M3.H Process Bus: complete under PR #299 and closure ledger.
• Workbench / IED Browser / IED Simulator: separate feature backlog; historical PR branches are maintained for reference, not yet accepted onto current main. Closing the old pull request means archived/superseded implementation, not feature completed.

This issue is the single migration index for the eight old reviews; the feature acceptance remains owned by the linked original issues.
