Documentation-only followup to merged source PR #203, exact source head
723ad3f46728b864c91e553820e410ab4171ad9a13/13 workflows SUCCESS (Qt 55/55 steps), mergeda33271e90fea369abad551e7601b446752e10d54. Documents one canonical authority for InformationReport/selected RCB, exact DataRef/ConfRev/ordered DataSet, static DataSet pin, write-only GI semantics, accepted/rejected/decode-failed inspector counts, scripted negative tests and explicitly unverified physical-IED acceptance. Additionally repairs a duplicate top-level document header accidentally interpolated mid-line in the GOOSE typed-reference paragraph. No C++, Qt, workflow, scripts, firmware or package changes.
