Node.js 24 supports SuppressedError

Summary

Sets nodejs.version_added to "24.0.0" for javascript.builtins.SuppressedError and its three subfeatures (constructor, error, suppressed), which were all false.

Test results and supporting details

• Node.js 24.0.0 release notes: ships V8 13.6 and lists explicit resource management as a notable change ("src: enable explicit resource management", src: enable Float16Array and explicit resource management nodejs/node#58154).
• nodejs/node@8a258eb7b1 ("test: handle explicit resource management globals", deps: update V8 to 13.6 nodejs/node#58070) adds SuppressedError, DisposableStack and AsyncDisposableStack to Node's known globals in test/common/globals.js. That file has no SuppressedError at tag v23.11.1 and has it at v24.0.0, so 24.0.0 is the first release.
• Consistent with existing BCD data: DisposableStack, AsyncDisposableStack, statements.using and statements.await_using already have nodejs: "24.0.0".
• Local check on Node 24.14.1: new SuppressedError(1, 2, "m") has .error === 1, .suppressed === 2, .message === "m" and is instanceof Error.
• npm run lint -- javascript/builtins/SuppressedError.json → "All data passed linting!"; prettier check clean.
