feat(cli): publish Scoop manifests through pull requests

Summary

• add an isolated pubscoop reconciliation engine and focused ghbucket GitHub adapter with generated mocks
• add release-cli publish scoop, authenticated binary wiring, behavioral tests, and CLI reference documentation
• generate dist/scoop/meigma-release-cli.json from GoReleaser with skip_upload: true
