This makes the
ActionDispatcherspecs independent of the local Git hook setup so they behave consistently in CI and fresh environments.The change stubs the config and
core.hooksPathlookup that the dispatcher now touches, which keeps the tests focused on dispatch behavior instead of machine-specific setup.
