GitHub account does not permit Actions to create PRs. Push to a fixed branch 'chore/traffic-refresh' instead, and let the user manually create the PR from the compare page.

GitHub account does not permit Actions to create PRs (createPullRequest permission denied).
Changed approach: push to a fixed branch \chore/traffic-refresh\ (delete old, push new), then print a compare URL for manual PR creation.
After merging, trigger the workflow once to backfill data.
