chore: make AGENTS.md the only agent instructions file - #1048

CLAUDE.md was a symlink to AGENTS.md. It gave one agent tool its own name for the project instructions, so the repository had two names for one file. AGENTS.md is the provider-neutral name that other agent tools already read. The working-branch hard rule named CLAUDE.md, so it now names AGENTS.md. No hook, CI workflow, Nix expression, or script reads CLAUDE.md, so nothing else depends on the old name. Plans that mention CLAUDE.md stay as written because they record the repository at the time.
