docs: add CITATION.cff and Zenodo metadata - #71

CITATION.cff enables GitHub's Cite-this-repository button. .zenodo.json supplies the record metadata when the Zenodo GitHub integration archives a release. The release checklist now keeps CITATION.cff's version in step.
