About the PR
This PR add a new structure called mechanic cart and an object called jerrycan. The mechanic cart functions like a jani trolley, but only contain engi/mechanic lated tools. The jerrycan essentially is a un spillable jug, but more thematic with the tool cart.

Why / Balance
This allow engineers to walk around the station with a full toolkit without work-arounds like crates or mega bluespace bags. The jerrycan allow refueling without dragging a fuel tank around.
