Add test that validates the multi-server scenario where an unrelated server (mcp_Zendesk) with a Pending connection blocks tool discovery for a Ready server (mcp_Salesforce). Asserts the error correctly identifies only the pending server as the blocker and exposes the top-level missingConnectionsUrl for the agent to prompt the user.
