[Feature Request] Allow Scanner.Scan method to scan only one element

Is your feature request related to a problem? Please describe.
We would like to use this tool in our automation tests, but we get many duplicates issues since we can only scan the entire page.

Describe the solution you'd like
Instead of just taking the window handler, I would also like to be able to specify the child element I would want scanned by the automation ID or name. Scanning only one element is available in the tool, but not in the backend version.

Please checkout https://github.com/microsoft/axe-windows for automation testing. Accessibility-insights-windows also utilizes that library for scanning.
It provides the option to provide native window handle (HWND) of the UIA element whose sub-tree should be scanned. Please refer: axe-windows for more details.
