Release pipeline on Azure DevOps: onnxscript-release-pipeline

Create a new official release

1. Create a release branch release/0.1.1, cherry-pick the needed commits, set the version number in VERSION to the correct number in the release branch, then tag.
2. Tag: On https://github.com/microsoft/onnxscript/releases, create a tag with the version number v[...]. For example, 0.1.0 should be v0.1.0, and write the release notes.
3. Create a new run for https://dev.azure.com/aiinfra/ONNX%20Exporter/_build?definitionId=1711, be sure to set the newly created version tag as the target. E.g. refs/tags/v0.1.0.
4. Go to https://dev.azure.com/aiinfra/ONNX%20Exporter/_build?definitionId=1983 to approve the release. It will be uploaded to PyPI.
5. Create a PR and bump the minor version number in https://github.com/microsoft/onnxscript/blob/main/VERSION.
