Summary

• remove Fred webhook notifier workflows after deleting the repo-level Actions secrets
• add a no-secret public CI workflow for test/build/audit coverage
• align package, schema, health metadata, and clone docs with RXsignal naming
• update public repo links to the intended mikepatraw/RXsignal GitHub path
