conclude/fill order inputs free escrowed balances, but the PST balance check ignored them, rejecting valid atomic order-migration transactions with 'Insufficient UTXO amount'. Found via a live testnet harness driving wallet-rpc v1.4.0 (Go SDK). Includes unit test.
