Translate Tabs component property restructuring to es, fr, zh

Summary

Translates the restructured Tabs component properties documentation into Spanish, French, and Chinese.

Changes

• Split single "Properties" section into "Tabs properties" and "Tab properties" in all three languages
• Added translated defaultTabIndex property description
• Moved sync and borderBottom properties to the Tabs properties section
• Updated heading div IDs to match new English slugs (tabs-properties, tab-properties)
• Fixed code example blocks in es/zh that had untranslated content

Overview
Updates the Spanish, French, and Chinese Tabs docs to match the new split properties layout, separating Tabs props from Tab props and updating anchor IDs to tabs-properties/tab-properties.

Adds translated documentation for defaultTabIndex, and moves sync/borderBottom into the Tabs properties section. Also fixes a few untranslated/typography issues in the tab examples (notably in es/zh, plus minor punctuation cleanup in fr).
