Clarify viewer role behavior in the web editor

Summary

• Updated the roles permissions table to include new viewer capabilities (suggestions, comments, media upload, publishing)
• Added a "Viewer experience in the editor" section to the roles page explaining the read-only suggesting-only mode
• Added callouts to the suggestions, publish, media, and pages docs noting viewer-specific behavior

These changes reflect the new viewer role for editor feature (mintlify/mint#6494) which allows viewers to access the editor in a restricted suggesting-only mode.
