Clarify viewer role behavior in the web editor

Summary

• Expanded the permissions table in dashboard/roles.mdx to explicitly list suggestions, comments, media uploads, and publishing as separate rows
• Added a new "Viewer role in the editor" section to dashboard/roles.mdx describing the specific UI restrictions viewers experience (forced suggesting mode, hidden publish button, hidden formatting toolbar, disabled media uploads, read-only Markdown mode)
• Added notes to editor/suggestions.mdx, editor/publish.mdx, editor/pages.mdx, and editor/media.mdx calling out viewer-specific behavior with links back to the roles page

These changes reflect the frontend rendering changes from mintlify/mint#6494 which introduced a viewer-only mode for the web editor.
