EMP3 should use NGA GeoTrans library #240

There is no Android version available.
There is no (official) Java version available. There is a project on GitHub called jeotrans that has some of the library in Java.Currently, there is no C/C++ code in EMP and adding GeoTrans C++ code with JNI will be a major task.
