Complete the public agent-guide standard #31
Description
Resolve ecosystem issue 7 by publishing the contributor-facing standard for root and nested
AGENTS.md, Claude interoperability, public versus private content, semantic maintenance triggers,
and executable conformance checks. Reconcile the accepted 2026-09-08 agent-file decisions and current
sidecar convention so the standard does not expose internal working state or require empty discovery
files. Create or update one owning issue in each stable library for deviations found by the accepted
audit.
Verify the standard with ecosystem unit tests that inspect real discovery behavior and semantic
content, the ecosystem repository's full quality gates, and a dry audit across all seven current
default branches. Done means issue 7's acceptance criteria are complete and every library deviation
has an owning issue.

Implemented in commit 1ce1547 on draft PR #41. Decision 0014 and docs/standards/agent-guides.md now define root and nested guide content, public/private boundaries, Claude interoperability, maintenance triggers, and executable discovery. All 110 ecosystem tests and the full documented gates pass. The authenticated root audit passes all seven default branches; the nested dry audit identifies only Backtest's stale counts and thin guides. Owning library issues: ml4t/data#58, ml4t/engineer#55, ml4t/backtest#100, ml4t/specs#25, ml4t/live#100, ml4t/diagnostic#76, and ml4t/models#50.
