Updates only the transitive virtualenv lock entry from 21.14.6 to 21.14.9 and its distribution hashes. No runtime metadata, implementation, documentation or gate changes.
The normal 0.2.0 release run at base 2ea336f failed its complete-environment pip-audit gate with CVE-2026-113725 and CVE-2026-113722: https://github.com/ml4t/engineer/actions/runs/39705998604/job/119587184109 . The runtime audit passed. Existing dependency PR106 still selects 21.14.6 and is not folded into this release repair.
Passing fix evidence at 8952d98: same locked uv exports and pip-audit commands find no vulnerabilities across 16 runtime and 162 complete-environment packages. All 52 release-candidate, release-policy and CI-invocation tests pass. Ruff lint, 414-file formatting check, ty and plain commit hooks pass. Hosted supported matrices and package/docs/coverage/security gates remain required before merging; the normal release-version workflow remains required before publication.
User requested the narrow repair and completion of the authorized 0.2.0 release. Historical archive branch 91166f5 and its denied action remain untouched. No advisory suppression or gate waiver.
